This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non -discharge Permit No. WQ0029601. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Present during the meeting were Charles ("Sonny") Scozzari, (system contract ORC), Scott Brown (with Carolina Investments, Inc.), David Newsom, PE (with Crystal Coast Engineering, PA), John Pierce, PLS as well as myself (Bryan Lievre) with NCDEQ, DWR. Wastewater for the existing system is generated from the surrounding residential properties and associated golf course and pool house amenity buildings. The system has been permitted for the operation of a 250,000 gallon per day (gpd) reclaimed water generation and non -conjunctive utilization system which was proposed in three (3) phases (i.e. Phase I, II and III). An existing 50,000 gpd Phase I reclaimed water generation system includes: • A Flow Control Chamber with: o Manually cleaned bar screen with 1" spacings o Adjustable overflow weirs to enable surge flows to the Flow Equalization Basin (normal flow to Aeration Chamber) • A 15,000 gallon aerated Flow Equalization Basin with: o Two (2) 52 gallon per minute at 14 feet total dynamic head pumps (for flow control to Aeration Basin following surge) o Bubble diffuser system with one (1) 45 cfm at 5 psi PD blower • Two 7,888 gallon aerated Sludge Holding Basins with: o Bubble diffusers o Adjustable swing arm decanting airlift system • Two (2) 25,582 gallon Aeration Basins with: o Bubble diffusers and three (3) 125 cfm at 5 psi PD blowers • Two (2) 4,170 gallon hopper bottom Clarifiers with: o Adjustable effluent weirs o Adjustable skimmer units with airlift removal o Return and waste activated sludge (RAS/WAS) pumps with airlift removal • Tertiary Treatment unit with: o 3,145 gallon wastewater chamber (aka mudwell) with two (2) 40 gpm at 16' TDH submersible pumps o Dual media filter with a surface loading rate of 1.0 gallons per minute per square foot (gpm/sqft) and one 27 cfm at 4 psi PD blower (for air scour prior to backwashing) o 3,030 gallon clearwell with two (2) 270 gpm at 17' TDH submersible backwash pumps and an effluent flowmeter o A 1,600 gallon post aeration chamber with: - UV disinfection unit with 24 lamps — Dual 100 gpm pumps • A 258,3657 gallon synthetically -lined five day upset pond with a dual -pump sump tank • A turbidimeter, a rain sensor, telemetry and a permanent auxiliary power source. It should be noted that the system has been constructed so that any combination of the four PD blowers can be used for airlift. The existing 50,000 gpd Phase I non -conjunctive reclaimed water utilization system consists of: o A 2.5 MG main reclaimed water storage pond o A pump station with two 450 gpm irrigation pumps o Approximately 50.32 acres of spray irrigation area (for golf course Holes 1 through 10) Permitted, but not installed are two additional 100,000 gpd reclaimed water generation systems for Phases II and III. Both Phase II and III were proposed similar to Phase I, except with larger tanks to accommodate additional flow. Also permitted and not installed are Phase II and III non -conjunctive reclaimed water utilization systems, which were both designed for 100,000 gpd and included three additional storage ponds, transfer pumps and spray irrigation areas. Prior to completing the inspection of the wastewater facilities, a discussion ensued regarding requirements for approval of an additional 15 simplex pump stations within Permit Application WQ0030918 MOD. No actions were taken due to the single occurrence of this issue. Also, an NOV was issued 10/31/2019 for exceeding the monthly average of 5 mg/L for TSS at 7.1 mg/L in August 2019. Mr. Scozzari was extremely knowledgeable of plant operations and was very helpful during the inspection. The facility is compliant with Permit WQ0029601.
