Environmental Consultants April 5"', 2013 COURTESY TO: Ms. Emily Hughes COPY USACE - Regulatory Division 69 Darlington Avenue Wilmington, NC 28403 RE: NWP 12 Application: Kirkland Pump Station Capacity Expansion Action ID# SAW- 2013 -00117 Dear Emily: Enclosed is a Nationwide Permit 12 application for your review. This application is submitted on behalf of Mr. Frank Styers of the Cape Fear Public Utility Authority for the expansion of a sewer line in the northern part of New Hanover County. This project involves the installation of approximately 8,721 linear feet of 8 -inch force main parallel to the existing force mains in order to expand the pumping capacity of the Kirkland pump station and provide a redundancy for operation to limit impact due to spills in the case of a force main break. The open cut installation of the proposed force main will require minor temporary impacts to 0.032 acre of wetlands and 15 LF of stream. Due to the confined space available for construction within the utility easements at the stream and wetland impact areas, trenchless methods such as directional drilling are not feasible. Also, a shallower installation by open cut methods increases response time and reduces impact in the event of future maintenance or repairs. Please be aware that the alignment of this project changed slightly after you issued the JD in January of 2013. Part of the corridor now follows Grayson Park Drive instead of Abby Glen Way. Additionally, the line just east of Impact #1 shifted slightly. LMG reviewed these areas and hung additional flags near Impact #l. Please see our revised wetland map. It appears proposed wetland impacts decreased slightly with this revised alignment. Please let us know if you would like to revisit these areas. The Pre - Construction Notification form, associated maps, and site plan are enclosed for your review. Thank you for your assistance with this project. No impacts to these resources will occur. 7. Historic or Prehistoric Cultural Resources (Corps Requirement) 7a. Will this project occur in or near an area that the state, federal or tribal governments have designated as having historic or cultural preservation ❑ Yes ® No status (e.g., National Historic Trust designation or properties significant in North Carolina history and archaeology)? 7b. What data sources did you use to determine whether your site would impact historic or archeological resources? The HPOWEB GIS website mapping resource was used to determine the presence of cultural resources. Several surveyed houses are located off of Market Street between Porters Neck Road and Futch Creek Road. These structures are listed as not eligible. No impacts to these sites will occur. 8. Flood Zone Designation (Corps Requirement) 8a. Will this project occur in a FEMA- designated 100 -year floodplain? ❑ Yes ® No 8b. If yes, explain how project meets FEMA requirements: 8c. What source(s) did you use to make the floodplain determination? The NC Floodplain Mapping Information System website was used to determine the boundaries of the 100 -year floodplain.
