Dear Emily:
Enclosed is a Nationwide Permit 12 application for your review. This application is submitted on behalf
of Mr. Frank Styers of the Cape Fear Public Utility Authority for the expansion of a sewer line in the
northern part of New Hanover County. This project involves the installation of approximately 8,721 linear
feet of 8 -inch force main parallel to the existing force mains in order to expand the pumping capacity of
the Kirkland pump station and provide a redundancy for operation to limit impact due to spills in the case
of a force main break. The open cut installation of the proposed force main will require minor temporary
impacts to 0.032 acre of wetlands and 15 LF of stream. Due to the confined space available for
construction within the utility easements at the stream and wetland impact areas, trenchless methods such
as directional drilling are not feasible. Also, a shallower installation by open cut methods increases
response time and reduces impact in the event of future maintenance or repairs.
Please be aware that the alignment of this project changed slightly after you issued the JD in January of
2013. Part of the corridor now follows Grayson Park Drive instead of Abby Glen Way. Additionally, the
line just east of Impact #1 shifted slightly. LMG reviewed these areas and hung additional flags near
Impact #l. Please see our revised wetland map. It appears proposed wetland impacts decreased slightly
with this revised alignment. Please let us know if you would like to revisit these areas.

The Kirkland Pump Station, currently owned and operated by the Cape Fear Public Utility Authority is located off of
Tilbury Drive in northeastern New Hanover County. The existing pump station currently discharges through a six inch
diameter force main which runs primarily along maintained public utility easements and NCDOT rights of way(between
30' and 50' width), including Futch Creek Road and Market Street to a manhole located just south of Porters Neck Road.
An abandoned four inch diameter force main runs parallel to the six inch main.

The open cut installation of the proposed force main will require minor temporary impacts to three wetland areas and one
stream. Due to the confined space available for construction within the utility easements at the stream and wetland
impact areas, trenchless methods such as directional drilling are not feasible. Also, a shallower installation by open cut
methods increases response time and reduces impact in the event of future maintenance or repairs. Jurisdictional areas
will be returned to natural grade and wetlands will be seeded with a seed mix upon project completion.

The NC Natural Heritage Program GIS layer was used to determine the presence of federally listed species. Several rare
species are known to occur in the general vicinity of the site, but none appear to be located within the specific project
area.

downstream of the site is habitat for coastal migratory pelagics. No impacts to these resources will occur.

in USDA programs, you should request a certified wetland determination from the local office of the Natural Resources
Conservation Service, prior to starting work.
