V. COLLECTION SYSTEM ADMINISTRATION:
1. Provide a brief description of the organizational structure that is responsible for management, operation and maintenance of
the collection system.
The Public Works Staff,consisting of four employees,oversees the daily functional operation of the Town's Collection
System.The Public Works Director reports to the Town Manager any issues or needs for the collection system.Public Works
staff participates in continuing education programs,seminars,and networking opportunities on an annual basis. The Public
Works Department also has access to qualified and experienced contractors who can assist with any repair or maintenance
issues.

BE IT ORDAINED by the Governing Board of the Town of Yanceyville, North Carolina:
Section 1. The following amounts are hereby appropriated in the General Fund for
the operation of the town government and its activities for the fiscal year
beginning July 1, 2020, and ending June 30, 2021 in accordance with
the chart of accounts heretofore established for this Town:

heretofore established for this Town:

Section 6. It is estimated that the following revenues will be available in the Special
Revenue Fund for the fiscal year beginning July 1, 2020 and ending
June 30, 2021 to meet foregoing appropriations:

Section 7. There is hereby levied a tax at the rate of thirty-three cents (.33) per
hundred dollars ($100) valuation of property listed for taxes as of
January 1, 2019, this reflects no increase in the tax rate for this fiscal
year. This rate is based on a total valuation of property located in
Yanceyville by the Caswell County Tax Department for the purposes of
taxation and estimates a rate of collection of 98.5%.
Section 8. The Finance Officer is hereby authorized to transfer appropriations as
contained herein under the following conditions:
a. The Finance Officer may not transfer any amounts between funds,
except as approved by the Governing Board in the Budget
Ordinance as amended.
Section 9. Copies of this Budget Ordinance shall be furnished to the Town Manager
and to the Finance Officer to be kept on file by them for their direction in
the disbursement of funds.

Town of Yanceyville
Capital Improvement Plan
I. Goal Statement
The Town of Yanceyville desires to provide safe and dependable water and wastewater
service for its customers and to provide for the development of parks and recreation
facilities during the succeeding five-year period. The Town will provide the service through
public systems owned and operated by the Town. Costs for adequate improvements to, and
operation and maintenance of, these systems and facilities shall be covered by an estimated
cost section that shall be revised and adopted by the Townas may be needed.
II. Description of Project Area
A. Land Area Configurations:
The Town of Yanceyville, North Carolina is located in the middle of Caswell County. The
estimated 2019 population for the Town is 2,371.
The Town of Yanceyville is in the Roanoke River Basin. It is positioned approximately617
feet above sea level at 36 degrees 24 minutes north and 79 degrees 20 minutes west.
Surface water drainage from the Town is to Fuller Creek, Jail Branch Creek, and CountryLine
Creek. The streams are considered NSW streams. Ultimately stormwater drains to the Dan
River.
The Town has a map of both its sewer collection system, water system, and existing and
potential recreational facilities.
Ill.Description of Existing Facilities
A. Water Distribution System:
The water distribution system is owned, operated and maintained by the Town. It consistsof
approximately 31 miles of water mains and a Water Plant. The current system had 983 service
connections as of April 2020. The Town completed a second connection from the Town's
system to the City of Danville's system that provides an alternate drinking water source. The
Town's Water Plant has a permitted capacity of 1,000,000 gallons per day and has an average
daily usage of 350,000 gallons per day. The Town averages selling 316,000 gallons per day of
water and estimates that 5,000 GPD is used in system processes. This results in a water loss
rate of less than 10%which is the result of the Town's recent water loss prevention program.
B. Wastewater Collection System
The sewer collection system is owned, operated and maintained by the Town. It consistsof
approximately 16.8 miles of gravity sewer lines, 8.32 miles of force/pressure lines, and seven
sewer pump stations. The current system has 720 service connections as of April of 2020.
Each day the Town transports an average of 268,000 gallons of wastewater to the existing
Wastewater Treatment Plant at the southern terminus of Pine Drive for final treatment. The
WWTP is permitted for 450,000 gallons per day. The Town's WWTP discharges to Country
Line Creek below the Town's water intake. The WWTP has an oldsludge storage lagoon that
is currently being reviewed to be closed along with installing new aerobic digesters at the
treatment plan.

C. Present Conditions
The present condition of the collection and distribution systems are acceptable but in need of
improvements. The Town has needs for a reduction of disinfection byproducts (DBP),
replacement of existing cast-iron water mains, sewer system tie-ins, point repairs,and a
WWTP rehabilitation. The Town has done improvements to the WWTP and are intending to
upgrade as funding becomes available. The Town's WWTP has received several violations
but are towards resolving them.
D. Existing Water and Sewer Studies
The Town completed an emergency waterline connection to the City of Danville that will
provide an alternate water supply in case of an emergency. The Town is also a partner in the
City of Roxboro, Person County, Yanceyville, and Caswell County Regional Water Supply
Plan that proposes developing a new intake on the Dan River.
The Town has also completed several recent studies including engineering reports for
completing upgrades to the Town's WWTP. This centers around the need to close thesludge
storage lagoon to address ongoing permit violations.
E. Parks and Recreational Facilities
The Maud Gatewood Memorial Park is located on Firetower Road in Yanceyville,the Maud
Gatewood Memorial Park is a passive park with walking trails, picnic shelter, horseshoe pits
and barbeque grills.
The Town of Yanceyville operates an outdoor park pavilion located next to its Municipal
Services Building. This outdoor pavilion is used for concert and musicalevents and is the
location of the First Friday on the Square events hosted by theTown on the first Friday of each
month from May to September. The First Friday events feature musicians from the region
and are free to attend. The YanceyvillePavilion may also be rented by the public for special
events or performances.

wastewater systems to be adequate. The Town's primarywater and wastewater needs

Yanceyville, and Caswell County Regional Water Supply Plan proposesto install a

V. Recreation
The Town of Yanceyville needs more recreational opportunities within the downtown
area.The Town anticipates building a downtown park that would consist of a splash pad,
playground equipment,and swings with several handicap inclusive components integrated
within. The plans also include public restrooms,water fountains, improvements to the
existing performance stage,and sidewalks. The Town envisions that this park will provide
recreational opportunities in its downtown area that are currently not available.
Future improvements and maintenance to the existing Maud Gatewood Park and the
Yanceyville Pavilion are also needed.The Town also needs to complete the second phase
of its multi-use path project that will connect the downtown area to existing recreational
facilities. The Town is also planning on expanding its "First Friday" events to include a
cruise in at each one where all vehicles and motorcycles are welcome.

Response Action Plan
For the purpose of this plan, a reported spill is the detection by visual inspection or alert from
dial-up mechanisms, of the discharge of 1,000 gallons or more of untreated wastewater.
The following STEPS shall be followed in the event of a reported spill:
STEP ONE:
Detection of spill by Public Works Staff
STEP TWO:
Public Works Staff notifies the Town Manager. In the absence of the Town Manager the Utility
and Billing Collections employee shall be notified.
STEP THREE:
The Town Manager will verbally report to a Division of Water Resources Staff Member at the
Winston Salem Regional Office 450 West Hanes Mill Road, Suite 300, Winston-Salem, NC
27105 as soon as possible, but in no case more than 24 hours following first knowledge of the
occurrence. Then Town Manager shall complete CS-SSO form as required.
Public Works Staff dispatched to spill area for clean-up.

a press release to all print and electronic news media that provide general coverage in the county where the
discharge occurred setting out the details of the discharge. The press release shall be issued within 24 hours after

In the event of a discharge of 15,000 gallons or more of untreated wastewater to the surface waters of the State,
publish a notice of the discharge in a newspaper having general circulation in the county in which the discharge
occurs and in each county downstream from the point of discharge that is significantly affected by the discharge. The

PUMP FALIURE CONTINGENCY PLAN
The Town of Yanceyville has seven duplex pump stations, and the Town would respond to pump
failures at each pump station in a similar manner. Each pump station has a primary pump and
secondary pump. Each pump has its own auto-dialer and backup power source being a
generator. Failure of the primary, secondary, or both pumps shall initiate this Contingency Plan
with the goal of replacing the failing pump as soon as possible.
If both pumps fail to activate, alarms will be activated. The alarms will contact the ORC. The
ORC will then investigate to determine the reason for the backup or overflow. The ORC will
notify other Public Works Staff, Town Manager, and Wastewater Treatment Plant of situation. If
necessary, emergency equipment will be mobilized.
The Town of Yanceyville can do some minor pump repairs on site; however, it is in the best
interest of the Town to contract most pump repairs. The Town will contract with a local
contractor in the event of pump failure in order to repair the pump as soon as possible. The Town
will keep specific detail for each pump on site in order to expedite pump replacement.
If a pump failure occurs, the ORC will check first for any Sanitary Sewer Overflow. If a Sanitary
Sewer Overflow has or is occurring the ORC will begin containment procedures for the Sanitary
Sewer Overflow. Containment must follow the Sanitary Sewer Overflow procedures contained
within the Collections System Program. If a Sanitary Sewer Overflow is not or has not occurred,
then the ORC will begin diagnosis of the pump failure. If the source is not obvious, or is beyond
the Town's capacities to repair, then the ORC will contact a local contractor to expedite the
repair.

Pump Failure Contingency Plan
OPERATION/MAINTENANCE
• Pump Stations are inspected daily unless very bad weather. All pumps have auto-dialers
connected.
• Generators exercise every Tuesday with automatic timer.
• Vacuum Jail, Kimbro, workflow, suburban Mobile Home Park every two weeks. Clean
floats at all stations at the same time.
SPARE PARTS
There are spare parts and equipment that are maintained at the Public Works Garage (158 East
Church Street) such as:
• Spare Pump Kimbro
• Spare Pump for Jail Lift Station
• Spare Pump for Sunvale Pump Station
• Spare Pump for Influent Pump Station
