Answer questions for Parts A through C by checking either "Yes" or"No". TIP Project No.: SS-6003D State Project No.: 48874.1.1 Project Location: US 17 at SR 1518 Old Folkstone Road and US 17 at NC 172 in Onslow County Project Description: The project would make the intersection of US 17 and SR 1518 Old Folkstone Road into a temporary Reduced Conflict Intersection(RCI) and accordingly provide a U-turn bulb-out and four section Flashing Yellow Arrow for the US 17 northbound to southbound U-turn at the existing signalized intersection of US 17 and NC 172. Purpose & Need: The need for the project is to provide for better safety and mobility in the project area. The purpose of the project is to satisfy the need. Anticipated Permit or Consultation Requirements: A USACE Nationwide 18 permit and corresponding NCDWR Section 401 Water Quality General Certification (GC 4139) will likely be required for wetland impacts associated with the construction of the U-turn bulb out. No impacts are anticipated for the signal improvements. Special Project Information: Jurisdictional Resources This project is within the study limits of STIP project U-6065. Field delineations for U- 6065 identified one jurisdictional wetland(WF) and no streams within the project limits of the SS-6003D project. Cultural Resources Archaeological and Architectural surveys for the U-6065 study area identified no historical resources within the project limits and no surveys were required. The SS- 6003D project will be constructed within the existing and maintained right of way. Protected Species As of October 8, 2020, the U.S. Fish and Wildlife Service (USFWS) lists fifteen federally protect species for Onslow County and the National Oceanic Atmospheric Administration —National Marine Fisheries (NOAA-NMFS) list two additional species. Surveys within 05/19/21 1 of 5 the U-6065 study area identified habitat present only for Rough-leaved loosestrife, Golden Sedge and Cooley's Meadowrue, however habitat for these species was not identified within the SS-6003D project limits and a"No Effect"biological conclusion was made for all listed species in Onslow County for the SS-6003D project limits. The US Fish and Wildlife Service has developed a programmatic biological opinion (PBO) in conjunction with the Federal Highway Administration (FHWA), the US Army Corps of Engineers (USACE), and NCDOT for the northern long-eared bat(NLEB) (Myotis septentrionalis) in eastern North Carolina. The PBO covers the entire NCDOT program in Divisions 1-8, including all NCDOT projects and activities. The programmatic determination for NLEB for the NCDOT program is May Affect,Likely to Adversely Affect. The PBO provides incidental take coverage for NLEB and will ensure compliance with Section 7 of the Endangered Species Act for ten years for all NCDOT projects with a federal nexus in Divisions 1-8, which includes Onslow County, where SS-6303D is located. This level of incidental take is authorized from the effective date of a final listing determination through December 31, 2030. SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW DESCRIPTION OF REVIEW ACTIVITIES,RESULTS,AND CONCLUSIONS:HPOWeb reviewed on 26 March 2018 and yielded no NR, SL, DE, SS, or LD properties in the Area of Potential Effects (APE). Onslow County current GIS mapping, aerial photography, and tax information indicated a mostly wooded APE with predominantly domestic, one church, and several commercial resources dating from the 1900s to the 2010s, (viewed 26 March 2018). About one-third of the approximately 65 above-ground resources pre-date 1970 and are all unexceptional examples (many are also altered)of their types. Google Maps "Street View"confirmed the absence of critical architectural and landscape resources in the APE (viewed 26 March 2018). No architectural survey is required for the project as currently defined. WHY THE AVAILABLE INFORMATION PROVIDES A RELIABLE BASIS FOR REASONABLY PREDICTING THAT THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN THE PROJECT AREA: APE equates with the study area provided in the review request(see attached). The comprehensive architectural survey of the county (1987) and related publication, as well as later studies recorded no resources in the APE (3. Daniel Pezzoni, The Architectural History of Onslow County,North Carolina, Richlands,NC: Onslow County Museum, 1998). County GIS and other visuals illustrate the absence of significant architectural and landscape resources in the APE. No National Register-listed properties are located within the APE. Should any aspect of the project design change, please notify NCDOT Historic Architecture as additional review may be necessary. No: Funding: ❑ State ® Federal Federal Permit Required? ® Yes ❑ No Permit Type: USACE Project Description:The project involves the installation of a superstreet with a green T-intersection on US 17 from NC 172(Sneads Ferry Rd)/SR 1518(Old Folkstone Rd)in Onslow County,North Carolina.The archaeological Area of Potential Effects(APE)encompasses all areas of potential ground disturbing activity as depicted on the attached GIS mapping. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities,results of review, and conclusions: Permitting and funding information was reviewed for determining the level of archaeological input required by state and federal laws. Based on the submitted"request for cultural resources review"form,the project is federally-funded with federal permit interaction.As such,Section 106 of the National Historic Preservation Act will apply and the Federal Highway Administration(FHwA)will serve as the lead federal agency. Next,construction design and other data was examined(when applicable)to define the character and extent of potential impacts to the ground surfaces embracing the project locale. Once an APE was outlined,a map review and site file search was conducted at the Office of State Archaeology (OSA)on Wednesday,April 11,2018.No NRHP eligible archaeological sites or any other previously documented archaeological sites are located within the APE. Examination of National Register of Historic Places(NRHP),State Study Listed(SL),Locally Designated(LD), Determined Eligible(DE),and Surveyed Site(SS)properties employing resources available on the NCSHPO website is important in establishing the location of noteworthy historic occupations related to a perspective construction impact area.A cross-check of these mapped resources concluded that none of the above properties with possible contributing archaeological components are situated within or proximal to the APE. In addition,historic maps of Onslow County were appraised to identify former structure locations,land use patterns,cemeteries,or other confirmation of historic occupation in the project vicinity.Archaeological/historical reference materials were inspected as well. In general,the cultural background review established that no previously recorded archaeological sites,cemeteries,or NRHP listed archaeological sites are located within the APE. Based on cultural-historical factors,the APE is considered to have a low potential for the documentation of archaeological resources. Further, topographic, geologic, flood boundary, and NRCS soil survey maps were referenced to evaluate pedeological, geomorphological, hydrological, and other environmental determinants that may have resulted in past occupation at this location. Aerial and on-ground photographs (NCDOT Spatial Data Viewer) and the Google Street View map application (when amenable) were also examined/utilized for additional assessment of disturbances,both natural and human induced,which compromise the integrity of archaeological sites. Environmental/impact factors do not suggest a heightened potential for archaeological resource recovery.
