The proposed project does not meet conditions specified in Water Quality General Certification No. 4263 as requiring written authorization, and therefore this application is being provided to NCDWR as a courtesy. There are no proposed impacts to Neuse River Riparian Buffers. The project area is ±2.8 acres in size and is south of the existing Burma Drive in Apex, Wake County (Latitude: 35.712044°N; Longitude: -78.828928°W). The project is located within the platted ROW for Burma Drive. The project is located in the Neuse River basin and onsite waters drain to Middle Creek. The Water Quality Classification for Middle Creek is C;NSW, and the Stream Index Number is: 27-43- 15(1). The cataloging unit for the site is 030202010901. Proposed Project The purpose of the proposed project is to construct approximately 1,200 If of roadway for the extension of Burma Drive to provide access to Project Delta and future industrial Lots 2 &3 which is part of the Town of Apex's economic development initiative. The project consists of the construction of a ±1,200 If extension of Burma Drive, extending south from the existing cul-de-sac at the terminus of Burma Drive to provide access to Project Delta and future industrial Lots 2 & 3. Project Delta is currently in the final stages of site plan review, and the Town of Apex is required to provide access to Project Delta. The project consists of construction of a two-lane asphalt road and cul-de-sac at the southern terminus of the project area and sediment and erosion control including temporary sediment traps. Our People.Your Success. Project History The USACE issued a PJD for the "Cash Corporate Center" project (SAW-2019-00955) dated 5/5/2020 which includes the Burma Drive Extension project area. A copy of the PJD has been provided as an attachment to this application. NCDWR issued a Buffer Determination Letter (RRO#19-147) for the "Cash Corporate Center" project dated 5/24/2019 which includes the Burma Drive Extension project area. A copy of the USACE Buffer Determination Letter has been provided as an attachment to this application. Proposed Impacts The proposed impacts consist of 0.066 acres of temporary wetland impacts (Impact W1). The proposed temporary wetland impacts are necessary to construct a temporary sediment trap to capture and treat runoff during construction. The temporary sediment trap has been located within the natural topographic low point within the construction area to allow for gravity flow. Upon completion of construction, the temporarily impacted wetland will be restored to pre- construction grades and seeded with a wetland seed mix. Avoidance and Minimization Prior to site plan design,the applicant requested that a detailed wetland delineation be conducted so that impacts to wetlands and "waters" could be minimized. The project has been designed to avoid permanent wetland impacts and minimized temporary wetland impacts to only those necessary for construction of a temporary sediment trap to capture stormwater during construction and prevent sedimentation of adjacent wetlands. The extension of Burma Drive will be located within the platted ROW. Upon completion of construction, the temporarily impacted wetland area will be restored to pre-construction grades and planted with a wetland seed mix. Access during construction will occur from uplands. Silt fencing will be installed around all disturbed areas to prevent loss of sediment into adjacent waters. Mitigation The proposed wetland impacts temporary and will be restored upon completion of construction, and therefore mitigation is not proposed. The current request is for 0.066 acres of temporary wetland impacts (see the attached maps and PCN for details). Please feel free to call if you have questions or require additional information.
