RE: Letter of Authorization, CAMA Permit No. 561, Southport -Fort Fisher Ferry, Brunswick

Dear Mr. Doliber:
This letter is in response to the N.C. Department of Transportation (NCDOT) Ferry Division
email request dated May 21, 2021, including the attached drawing received and dated May 24,
2021. The request is for authorization to install an additional 50 linear feet of riprap at the
Southport Ferry Terminal spoil site. The riprap would tie into the southern terminus of the 366
linear feet of riprap that was authorized by the Minor Modification to CAMA Major Permit No.
561 issued on December 10, 2020.
According to the NCDOT request, after completing installation of the previously authorized
riprap, it was determined that a 50 linear foot section of the spoil site berm would be left
susceptible to erosion and that the additional riprap is needed to further protect the site. The
request also indicates the riprap would be placed entirely above the Mean High Water (MHW)
line and would be 20' in width to match the recently installed riprap structure. The proposed
activities will result in no additional new impacts to wetlands or waters of the State.
Please be advised that through this Letter of Authorization, the Division of Coastal
Management (DCM) conveys its determination that the revision as described in the NCDOT
request dated May 21, 2021, including the attached drawing received and dated May 24, 2021, is
consistent with existing State rules and regulations and is in keeping with the original purpose
and intent of CAMA Major Permit No. 561.

This letter shall be attached to the original of CAMA Major Permit No. 561, which was issued
on February 18, 1972 as well as all subsequent modifications, renewals, and letters of
authorization, and copies of all documents shall be readily available on -site when a DCM
representative inspects the project for compliance. All conditions and stipulations of the active
permit shall remain in force unless altered herein. This approval does not eliminate the need to
obtain any additional permits, approvals or authorizations that may be required.
