Joanne Steenhuis issued the Individual 401 WQC (attached) for this project before she retired. She issued it under a
General Certification #4175 based on the USACE determining they would issue the 404 permit under a GP
198000291. The USACE has decided to issue the 404 authorization under a NWP 18 as noted in the attached email. Can
you please revise the 401 WQC to reference General Certification #4139 to correspond with the USACE’s use of NWP 18
to authorize the project.
