Aden,
As we discussed, the 401 approval requires that the approved stormwater system be installed
and operational before “occupying” the new impervious surface. The Division understands
that you are unable to convert the sediment basin over to the wet detention pond until the
sediment and erosion control authority releases the project. As long as all impervious surfaces
are draining to the sediment basin, the Permittee takes all measures to ensure final
stabilization as quickly as possible, and the Permittee ensures timely conversion of the basin
over to the wet pond upon release, then the Division will extend the timeline for compliance
with Condition #3 in DWQ#12-0118.

Sue,
As discussed, the paving has been completed for the above project and we would like to utilize the parking area as early
as this Sunday. At this point, the wet detention pond is still being utilized as an erosion control device until upstream
areas are established. The project was seeded yesterday so it will be several weeks before the upstream areas are
grassed and the pond can be dredged and converted over to a storm water pond. The church is aware that due
diligence and timeliness is required during the transition process.
If you are ok with the use of the parking on a temporary basis, please reply.
