Mr. Bailey:
As you are aware, the Department has monitored the UT to North Buffalo Creek Site #4, UT to
North Buffalo Creek Site #5 and UT to South Buffalo Creek Site #2 since construction was
completed in November of 2015. All three sites are located in Guilford county and were
constructed as a part of I-785 Greensboro Eastern Loop.
UT to North Buffalo Creek Site #4 is located east of the McKnight Mill road bridge and adjacent
to I-785. The site reforestation was completed in February of 2017 and provides 386 linear feet
of stream restoration to offset impacts associated with the U-2525B project. Per the permit
requirements, NCDOT was required to monitor the stream mitigation site for channel stability on
an annual basis for five years or until success criteria were met.
UT to North Buffalo Creek Site #5 is located east of the US 29 interchange and adjacent to I-785.
The site reforestation was completed in February of 2017 and provides 362 linear feet of stream
restoration to offset impacts associated with the U-2525B project. Per the permit requirements,
NCDOT was required to monitor the stream mitigation site for channel stability on an annual
basis for five years or until success criteria were met.
UT to South Buffalo Creek Site #2 is located east of the Huffine Mill road interchange and
adjacent to I-785. The site reforestation was completed in February of 2017 and provides 1,307
linear feet of stream restoration to offset impacts associated with the U-2525B project. Per the
permit requirements, NCDOT was required to monitor the stream mitigation site for channel
stability on an annual basis for five years or until success criteria were met.

During the monitoring period, annual monitoring reports were submitted to the appropriate
regulatory agencies via the Environmental Analysis Unit (EAU) website:

After five years of vegetation and stream stability monitoring, the UT to North Buffalo Creek
Site #4, UT to North Buffalo Creek Site #5 and UT to South Buffalo Creek Site #2 stream
restoration sites indicate that the planted vegetation is surviving, and the streams remain stable at
this time. Individual annual monitoring reports are available on EAU's website for 2016-2020.
A site visit was conducted for UT to North Buffalo Creek Site #5 on May 11th, 2021 with the
regulatory agencies and NCDOT personnel present. No site visit was required for Site's #2 and
#4. It was determined at that meeting that the sites had met the success criteria and that no
further monitoring would be required. NCDOT requests that the appropriate resource agencies
provide documentation stating that no further monitoring is required and that the site is closed. If
