Please consider constructing the proposed passenger platform on pilings to further reduce impacts to the stream. If the platform cannot be constructed on pilings, please provide a brief explanation. Response: It is our opinion that constructing the platform on"pilings"or on bents and cantilever over the slope as in a form of bridge, would cause future maintenance concerns. Signs of slope stabilization issues exist today and building the platform in a cantilever form will not allow access to maintain the slopes and keep the rail roadbed stable. A retaining wall extension was considered for this area as well. Where additional length of stream could possibly be maintained, it was deemed unfeasible relative to construction access and the contractor would likely have to invasively impact the stream just to construct the wall, thus causing long-term affects to the stream. In addition, an existing sanitary sewer line, running parallel to the existing track located directly under the footprint of the proposed platform and path of the pedestrian tunnel, requires replacement farther to the southeast. Its path will run through the footprint of the existing stream due to its proximity to the property line as it approaches its tie in to the sewer system on E. Liberty St. The stream and stormwater are required to be in a storm system for the length of this sanitary sewer run to maintain stability and safety of the sanitary sewer line. Due to long-term maintenance and stability concerns of this area, the design team felt no other feasible option existed to maintain the stream. T. T k fr , II 2018/Q 112
