City Manager
Has overall responsibility for the Stormwater Management Program (SWMP). The SWMP is conducted
primarily through two departments, the Department of Public Works and the City Engineer.
1. The Department of Public Works
This Department has primary responsibility for the Operations and Maintenance of the MS4, and also
conducts the Dry Weather Screening for the Illicit Discharge Detection and Elimination (IDDE) program.
Under the Department of Public Works the Division of Street and Stormwater Maintenance
manages the O&M for the MS4 program Pollution Prevention/General Housekeeping.
Under the Deputy Director of Public Works the Department conducts Dry Weather Screening
under the IDDE program.
2. The City Engineer administers the SWMP, and coordinates activities under the Program.
The Deputy City Engineer administers the Post -Construction Site Run-off compliance under the
Neuse River Basin Nutrient Strategy program. He also manages staff training under Pollution
Prevention/Good Housekeeping and handles day-to-day activities of the SWMP.
One Engineer Technician inspects all non -city owned BMP/SCMs annually for compliance.
The City Engineer is assisted by an Ad -hoc Advisory Council that meets once a year after the
presentation of the Annual Technical Workshop and consists of developers and engineers from
the local area. This Advisory Council meets under the Public Involvement and Participation.
Note that Public Education and Outreach is shared with the Clean Water Education Partnership
of North Carolina and that Construction Site Runoff compliance (Erosion and Sediment Control)
is handled by the State of North Carolina. Links to these organizations are maintained on the
