Dr. Hunt, Wal-Mart and Freeland and Kauffman were in attendence. We had a very good conversation regarding the possibility of working together with NCSU on innovative storm water management technique that could be employed for this project. The highlight of our proposal is a system for the harvesting of runoff from the roof of the proposed building, and re-use of this water for irrigation purposes. This system would involve directing the runoff from the roof to a cistern, or other holding tank, where it would be stored for use as irrigation water within the garden center. Any storm water runoff from the garden center, both from the open (uncovered) area and from the floor drains, would be directed to a bio-retention cell, where it would receive treatment prior to being discharged into the wet detention pond. Bio-retention cells would also be provided where possible to treat at least some portion of the storm water runoff from the general parking area, as well. We also discussed the possibility of using water from the cistern to recharge the lower portion of the central wetlands area, or to direct water from a bio-retention cell to that area, to insure that the stormwater being directed to that wetland area is appropriately treated. Dr. Hunt mentioned that he has not yet seen a rainwater harvesting system on this scale in North Carolina, and that his group would be interested in monitoring the functionality and operation of the system over time. While grant funding may be available to support a long-term monitoring of the system, Wal-Mart has indicated that they may be able to provide and/or supplement any funding to insure that we can learn from this design. Dr. Hunt has also agreed to meet with us and provide comments and input as we prepare our design for this system. We feel that this project presents an opportunity to pioneer an innovative sustainability technique in this area, and would appreciate DENR's consideration of this proposal in your review of the 401 certification. We are sorry that DENR was unable to participate in the call, and we would be happy to arrange a follow-up conversation to discuss this or any other issue associated with the 401 certification. When we spoke last Friday, I understood that NCDENR was satisfied with the Wal-Mart Site Plan, and the wetlands permit would be issued. But the following email sent by Kevin on Tuesday, discusses another 60 days for Agency review and decision. We are confused by this statement and concerned. We can provide extra copies to NCDENR of the information that our consultants have submitted. But we do not want the submittal of these copies to trigger a new time clock. The attached email that was sent to Kevin provides a brief description about the design of the proposed rainwater harvesting system. Dr. Bill Hunt, with North Carolina State University will be providing the design criteria for this system and the Wal-Mart Civil Engineering Consultant will produce the plans and specifications. We have not authorized Dr. Hunt to proceed, because we didn't know if NCDENR wanted this system to be installed. It will take a few weeks for Dr. Hunt and the Civil Engineering Consultant to produce the plans and specifications, but we are certainly committed to make this a successful demonstration site for rainwater harvesting.
