Enclosed is an application for a Nationwide Permit 14. A copy of this application is also being sent to the North Carolina Division of Water Quality for Section 401 Water Quality Certification No. 3886 and Neuse River Basin Riparian Buffer Authorization. No stream impacts are anticipated for this project due to the use of a pedestrian bridge over Basal Creek. The purpose of the project is to extend pedestrian access along Bass Lake Road and over Basal Creek without the use of the Bass Lake Road bridge or installing a pedestrian crossing on the Bass Lake dam. These other alternatives are not practical due to pedestrian safety and geotechnical considerations respectively. A prior phase of the project extended the pedestrian side walk along Bass Lake Road from near Holly Springs Road to the Bass Lake Park. This second phase of the project will extend the pedestrian walkway over Basal Creek as well as tie into trails at the park. Impacts to waters of the U.S. for this project will be 0.02 acres of permanent fill in wetlands for construction of the proposed greenway, as well as installation of reinforced concrete pipes. Allowable buffer impacts (Zones 1 and 2) associated with the greenway are 10,763 square feet. These impacts are for installation of a 50 foot pedestrian bridge, reinforced concrete pipes and construction of the proposed greenway. There are no utility impacts associated with this project. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project area is contained between the Bass Lake dam and Bass Lake Road. The project area is predominantly forested with an existing mulch trail on the north side of Basal Creek. Land use in the project vicinity is mostly residential and recreational (Bass Lake Park and Retreat Center) development. 3b. List the total estimated acreage of all existing wetlands on the property: Approximately 0.4 acres between Bass Lake dam and Bass Lake Road 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: Approximately 750 linear feet between Bass Lake dam and Bass Lake Road 3d. Explain the purpose of the proposed project: The purpose of the project is to extend pedestrian access along Bass Lake Road and over Basal Creek without use of the Bass Lake Road bridge or the Bass Lake dam. This section of the Bass Lake Greenway will connect the Retreat Center to an existing greenway easement southeast of the project area. The bridge over Basal Creek on Bass Lake Road has extremely narrow shoulders, has not been designed for use as a pedestrian thoroughfare, and is dangerous for pedestrians. The Bass Lake dam cannot be used as a pedestrian crossing because a suitable bridge structure cannot be built into the existing dam. This alternative could compromise the integrity of the dam. 3e. Describe the overall project in detail, including the type of equipment to be used: The project involves construction of an approximately 650' long 10' wide raised bed mulched greenway trail from the existing sidewalk at the Bass Lake Park and Retreat Center parking lot to the existing greenway easement east of Basal Creek (see attached plans). One 50' long 10' wide pedestrian truss bridge will be constructed over Basal Creek and three 36" reinforced concrete pipes will be installed to retain hydrology in the existing wetland and provide flood passage during high flow events. Standard construction equipment such as trucks, bulldozers, and cranes are likely to be used. 4. Jurisdictional Determinations 4a. An Individual Permit was approved on October 9, 2001 by the USACE (Action ID No. 200120653) and on June 26, 2001 by the NCDWQ for excavation and discharge of fill in waters of the U.S. for Bass Lake dam reconstruction, reshaping of the lake bottom and shoreline, stabilization of the spillway and creek along the dam, and improvement of recreational facilities. 6. Reinforced concrete pipes will be utilized to maintain the hydrology of impacted wetlands. The proposed greenway will be graded to drain away from the stream to avoid direct discharge.
