NR _ wA uu_m, Belhaven, NC 27810 -9582 °I Wancn Cyndi: I am writing to you to voice my strong opposition to the granting of the 401 permit to Martin Marietta for their plan to dump up to 12 million gallons of waste water per day into Blounts Creek in Beaufort County from their proposed quarry operation. Let me review my basic reasons for my opposition below: • The 20 or so jobs that the quarry will generate will NOT compensate for the many jobs and incomes of the people who WILL be negatively effected by the dumping of this fresh water into Blounts Creek • Blounts Creek is a major nursery area for both commercial and recreational important fish species. • Through very carefully and scientifically designed rules and regulations, both Blounts Creek and the lower Pamlico River, have seen an uptick in numbers of sport and commercial fish, oyster and shrimp harvests. • This improvement in harvest numbers for the species mentioned above has meant an increase in annual incomes for hundreds of folks in an otherwise economically depressed area. • Anyone who doesn't think that the dumping of 12 million gallons of "fresh" water into Blounts Creek will not negatively effect the harvest of the above species is either in extreme denial or is so interested in their own profit that they could care less about anyone else. • The rate of the proposed flow will also result in changes to the flow and steam beds in the swamp area where the water will be dumped and will erode and change the properties on either side of the small creeks leading into Blounts Creek. This would be very intolerable for those who own those properties that WILL be so effected by this erosion. • When PCS was given it's last permit approval, it was noted that the level of the Castle Hayne aquifer in Beaufort County was 10 feet below historic levels. Much of this decline was attributed to the massive amount of pumping the PCS does. Further, it was noted that it takes 10 years of normal or above, rainfall the recharge the aquifer by ONE FOOT. • The Castle Hayne aquifer is THE water source for not only Beaufort County, but also for all the developing areas to the south, including Wilmington. • A further large withdraw of water from this aquifer puts our drinking water source at an increasing danger of saltwater intrusion which would end it as a source of drinking water and of our future in Eastern NC. And in the short term, it WILL result in the failure of many of the private wells in the vicinity of the quarry. Finally, in college, when I studied economics and Capitalism, I was taught that when you wanted to start a business venture, if you can not do ALL aspects of the venture and make money doing it, then don't start it in the first place. Obviously, Martin - Marietta missed this leson and instead, wants to push of the costs of the waste water issue onto everyone else. In conclusion, the astounding absurdity of Martin - Marietta's request to be allowed to dump large amounts of waste water into the Pamlico River system through Blounts Creek SHOULD BE CATEGORICALLY DENIED BY DWQ Z h erel .
