Newman Field Investigation Report Page 2 8. PROJECT SUMMARY: The applicant proposes to install two floating drive -on jet -ski storage racks, tie - pilings and several mooring fields. Proiect Setting The site of the proposed development is located at Promenade Watersports, accessed through 105 Promenade Lane (Dare GIS lists the property as 6400 N. Croatan Highway), adjacent to US -158, within town of Kitty Hawk, Dare County, adjacent to the Albemarle Sound. The property is ±17.89 acres in size and has ±1,750' of natural shoreline vegetated predominately by wetland species Phragmites and Black Needlerush (Juncus reomerianus). Structures within the highground area include a miniature golf course, a driving range, a large rental home in which the first floor is used for the watersport business, several smaller buildings, an asphalt road and parking areas. An elevated ±650'x6' walkway /pier extends to the west from the first floor of the rental home. Of this length, ±100' is over highground, ±120' is over wetlands and ±430' is waterward of normal water level (NWL) within the Albemarle Sound. A ±28'x28' octagonal gazebo with an observation deck on top is located ±315' waterward of NWL on the pier. The remaining pier section to the west of the gazebo has four finger piers and associated tie pilings located on each side of the pier creating 8 slips. This docking facility was previously permitted through CAMA Major Permit #10 -92 issued on February 4, 1992. The adjacent riparian property to the north has a similar shoreline and contains a horse bam in the highground area. The adjacent riparian property to the south is located ±900' away from the docking facility and also has a similar shoreline with a docking facility and a single family dwelling within the highground area. The Wright Memorial Bridge is located ±700' to the north of the docking facility. Based on available information, there appears to be no archaeological sites on this property. The waters of the Albemarle Sound are classified as SB by the Environmental Management Commission and are open to shellfish taking. Water depths within the proposed development area are z2' feet below NWL. There is approximately 3 miles of open water to the west of the site. The bottom substrate within the project area is made up of fine and medium sands. Due to the time of year, submerged aquatic vegetation was not observed growing within the project area; however, it is known to grow within the shallow waters of this area. Development Proposal The applicant has operated a seasonal jet -ski, parasailing and boat rental business at this site for a number of years and is now proposing to expand the operation. The applicant proposes to construct three 16'x16' drive -on jet -ski ramps that will each hold 4 jet -ski's each for overnight storage. Each ramp will be constructed using 2x8's for structural support and 44's as drive -on rails that will be mounted on 8 floats. The ramps have been designed to alleviate bottom shading while still being functional. These ramps will be tied to the north side of the pier, landward of the existing gazebo within water depths of ±2.5 below NWL. The operator of the watersport business has indicated that due to the large fetch across the Albemarle Sound, the area within the current 8 slips becomes too rough to safely store and service their customers. To alleviate this, the applicant proposes to install two seasonal Waterfall Greens, Inc. c/o Brian K. Newman Field Investigation Report Page 3 mooring fields on the north side of the pier. The first mooring field will be located 2250' waterward of NWL and will be for jet -ski use. The field will consist of two 50' lines laid parallel 15' apart with a 15 pound anchor on each end and four evenly spaced pennants with 4" buoys. The applicant has indicated that these moorings will be for day use only. The second mooring field will be located >_250' waterward of NWL and will be for pontoon and small sailboat use. This field will consist of two 100' lines laid parallel 50' apart with a 22 pound anchor on each end and four evenly spaced pennants with 4" buoys. Field measured water depths within these areas are ±2.5 below NWL and the applicant has indicated that SAV coverage is 30 %. In addition to the mooring fields, the applicant proposes to install four individual moorings for larger boats. The moorings will be placed ±550' to ±800' waterward of NWL and will consist of two 50' lines with 22 pound anchors connected to a 12" mooring buoy. The applicant has indicated that water depths within these areas are ±3' to 5' below NWL. Also, to accommodate easy loading and unloading of passengers and to prevent damage to the business's boats, two tie - pilings are proposed to be installed at the western end of the docking facility creating an additional permanent slip for a total of 9 on the docking facility. Anticipated Impacts • The proposed floating drive -on jet -ski ramps will result in the partial shading of ±768 sf of PTA and EW AECs. The seasonal moorings will usurp ±48,866 sf of PTA and EW AECs based on arc -of -swing area. • The proposed development will increase the docking facilities permanent slips from 8 to 9 slips. It will also create 12 slips for jet -ski night storage and 20 seasonal moorings fora total of 41 slips. We operate a boat and jet ski rental business from the dock at the Promenade. We rent waverunners, pontoon boats, sailboats, kayaks and other small vessels as well at take people on Parasail flights. There are currently 8 slips on the dock for our use, however, due to the exposed nature of the area, It is not safe to leave boats tied to the dock overnight or any time no one is there. We would like to be able to install moorings in order to store our boats safely and service our customers efficiently. For the waverunners, we would like to install three floating platforms along the existing dock. Each platform would measure 16' x16' and hold 4 waverunners. In addition, we would like to install a mooring field to hold 8 waverunners during the day. The moorings would consist of two 50' lengths of line 15' feet apart with a 15 pound anchor at each end. On each line there would be 4 evenly spaced pennants with 4 11mooring buoys. The pontoon and sailboat mooring field would consist of two 100' lines spaced 50' apart with 22 pound anchors on each end and 4 evenly spaced pennants on each line with 4" mooring buoys. We would also like to install 4 individual moorings as shown on the drawing for our larger boats. These would consist of two 50' lines with 221b anchors connected to a central mooring buoy of 12 inches. In addition, we would like to set two 8" pilings off the end of the pier to keep our parasail boat from banging into the dock while we load and unload passengers. All moorings would be seasonal and could be removed over the winter. There would be no disturbance of any upland or marshy areas. The two lines would be laid parallel to each other feet apart. The mooring field for the pontoon and sailboats would consist of two 100' lines with a 221b anchor on each end and 4 evenly spaced pennants attached to the line with 4" floats. The two lines would be laid parallel to each other 50' apart as shown on the drawing.
