I am a member of the Pamlico Tar River Foundation and I support their position concerning this project. I recommend that the Division deny the NPDES permit based on the fact the Discharge would violate the pH water quality standard for swamp waters. I believe that the company has failed to demonstrate that alternatives to a direct discharge that would avoid or minimize impacts to Blounts Creek and the area's groundwater resource are not practicable, therefore the Division cannot approve the 401 WQC.
