Division of Water Quality Wetlands and Storm water Branch 1650 Mail Service Center Raleigh, NC 27699 -1650 Subject: Martin Marietta Materials - Vanceboro Quarry I was in attendance of the public hearing held March 10 at Beaufort Community College. Number of people publicly expressed concern for 9 — 12,000,000 gallons of ground water being discharged daily into Blounts Creek. Professional chemist, doctors and environmentalist gave valid reasons for NC Division of Water Quality to deny issuing requested water discharge permit. Wetlands and Blounts Creek will be affected by excessive discharge of treated or untreated freshwater. Surge of discharged freshwater will affect aquatic life. Blounts Creek is brackish. Fish life and species will change. Saltwater fish will migrate out of Blounts Creek and further east down Pamlico River. Wetlands and wildlife habitat will change. Water levels and channel directions are subject to change. Freshwater discharge not.only affects Blounts Creek. Pamlico River and Pamlico Sound will also be affected. Economically, Beaufort County, surrounding counties and commercial business will be negatively affected by lost revenue. Due to possible pollution, recreational activities could be restricted on Blounts Creek. Martin Marietta Materials has provided unconfirmed statics, expectations and probable solutions for treatment and discharge. Martin Marietta has only one goal for Vanceboro Quarry. That goal is profit for Martin Marietta and shareholders. Reports stating statics and graphs are often distorted by corporations and government agencies. Martin Marietta published reports are intended to appeal and sway public opinion to favor Vanceboro Quarry. In comparison, 9,000,000 gallons of water equate to 900 tanker trucks at 10,000 gallon capacity each, traveling on NC highway daily. Asphalt and concrete bridges are abused by excessive traffic and weight. In reality, Blounts Creek will be abused daily by 9,000,000 — 12,000,000 gallons of unnatural water flow. There will be no maintenance program or consequence for Martin Marietta for abusing Blounts Creek. My family and I, sincerely request discharge permits be denied.
