TATA SECRETARY 20130289 Subject: Request for a NW 3 Permit and DWQ 401 certification/buffer authorization for the replacement of Low Impact Bridge # 11 over Bear Grass Swamp on SR 1001 (Bear Grass Rd) in Martin County. WBS # 17BP.I.R.44 The North Carolina Department of Transportation is requesting the issuance of a NW 3 permit and corresponding DWQ 401 and Buffer certification for the replacement of Low Impact Bridge # 11 in Martin County. The bridge is located on SR 1001 approximately 0. 18 miles north of the intersection of SR 1100 (Sweet Home Road). The bridge spans Bear Grass Swamp, which is a tributary to Turkey Creek and Tranters Creek that drains to the Tar - Pamlico River. Bear Grass Swamp is classified by DWQ as class "C, Sw, NSW" waters. The NCWRC and NCDMF did not request an in -water work moratorium at this bridge replacement site. Bridge # 11 is currently a wooden/concrete structure that is 75 ft. long by 30 ft. wide. This structure will be removed using NCDOT's guidelines for bridge demolition and removal. The proposed bridge will be replaced on its existing alignment. The new bridge structure will be 2 spans totaling 80 ft. in length by 33 ft. wide and built with precast cored slab concrete deck, concrete piles and end bents. Jurisdictional wetland and surface water impacts have been avoided and minimized on this project. The resulting impacts are 0.02 acres of permanent wetland fill impact and 0.001 acres of permanent wetland hand clearing impact. Permanent hand clearing impacts in the wetland are adjacent to the fill slope, for the purpose of long term bridge maintenance concerns. This project is located in the Tar - Pamlico Buffer Basin and is subject to the buffer rules. The buffer impacts have been avoided and minimized. The resulting buffer impact are 307 sq. ft. in Zone 1 and 505 sq. ft. in Zone 2, resulting from bridge approach widening, permanent hand clearing and driveway entrance relocation. The bridge replacement requires the relocation of an adjacent gravel driveway, which will be shifted to the south. This will relocate a portion of the driveway from buffer zone land place it in buffer zone 2. The relocation of the driveway will allow for 160 sq. ft. of buffer zone I restoration by removing the old driveway and grading to the adjacent riparian elevation. The buffer zones and impacts have been illustrated on the provided drawings, along with a breakdown by zones and impact type. This bridge is following the Low Impact Bridge Process established by FHWA, NCDOT and Regulatory Agencies. Included with this letter are the location map, permit drawings, and Low Impact Data Sheet.
