PROJECT SUMMARY: The applicant proposes to install a second pier and platform out into Alligator Bay. William Vereen Page Two 9. PROJECT DESCRIPTION: The project site is located at 365 Waterway Drive, adjacent to Alligator Bay and the AIWW, in Sneads Ferry, Onslow County. To get to the site from the Wilmington Regional Office, take US Hwy 17 N to Old Folkstone Road in Holly Ridge (approximately 30 miles) and turn right. Continue approximately 6 miles along Old Folkstone Road (crossing through at the intersection of Old Folkstone and NC Hwy 210) and turn right onto Chadwick Acres Road. Travel approximately 1.5 miles and turn right onto Alligator Bay Road. Continue along Alligator Bay Road (which will turn into Wateway Drive) and the subject property will be located at the far end of the road, on the left hand side, just before the private bridge leading to the last residence on the road. The lot is approximately 0.51 acres and existing man-made features on the property include a single - family residence, pier and platform. The high ground portion is elevated approximately 2 -4 feet above Normal High Water (NHW). Vegetation on the tract consists of lawn grasses, ornamental trees, shrubs, Coastal and "404" type wetlands (which exist adjacent to the subject property on all four sides). Under - story/scrub vegetation consists of Yaupon (Ilex vomitoria), Wax Myrtle (M)rica cerifera) and other ornamental plants. Coastal Wetlands species found on or adjacent to the property include: Sea Lavender (Limonium, spp.), Glasswort (Salicornia spp) and Smooth Cordgrass marsh (Spartina alterniflora). The applicant has approximately 169' of total shoreline along the AIWW and Alligator Bay, none of which is bulkheaded. The existing pier along the eastern property boundary was authorized under CAMA General Permit #57386, on June 29, 2011. The work authorized a 5' x 120' walkway which terminated into a 10' x 24"'t-head" shaped platform. The existing pier and/or platform do not have any associated dockage and is simply used for fishing, crabbing and/or other water dependent uses. As constructed, the existing pier /platform appears to be in compliance with the conditions set forth under the CAMA general permit. It should be noted that the applicant originally applied for a permit to construct a second pier from his property back in 2011/2012; however, according to a survey provided by Charles F. Riggs and Associates, the applicant's property boundaries did not extend out to the Mean High Water (M1M line of Alligator Bay. Upon being informed of this information, the applicant withdrew his request and applied for a Quitclaim Deed on this unclaimed property, which he later received and recorded in March 2013. At this time, it appears the applicant has fulfilled his duties in obtaining riparian rights to waters of Alligator Bay, by way of the attached Quitclaim Deed. The waters of Stump Sound, adjacent to the project site, are classified as SA -ORW by the North Carolina Division of Water Quality. They ARE designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries, and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a second access pier and platform along the western side of the property, adjacent to and extending into Alligator Bay. As proposed, the pier would originate along the western property boundary (just above the Coastal and "404" type wetland limits) and extend towards the west approximately 100'. The pier would measure 6' in width and would terminate at the junction of the planned 12' x 18' "t- head" platform. As stated in the application package, the structure would be uncovered and used for fishing, crabbing and other water related activities. As with the other pier /platform associated with this property, the proposed pier /platform would not provide dockage for any vessel(s). According to the site plan, water depths at the terminal end of the pier /platform measure between -2' and -3', relative to Normal Low Water (NLW). According to the work plat drawings, the proposed development would be located outside of any channel, within' /4 of the width of the waterbody and within the applicant's riparian corridor. There is no established pier -head alignment along this section of Alligator Bay; however, there is an existing pier located immediately north of the property. The neighboring pier extends approximately 100', as measured from the edge of the high ground to the terminal end out in Alligator Bay. William Vereen Page Three 10. ANTICIPATED IlVIPACTS As proposed, the planned development would incorporate approximately 216 sq. ft. of Public Trust Waters. The applicant has approximately 169 linear feet of shoreline allowing up to 1,352 sq. ft. of platform or docking space. As constructed, the total square footage of the existing facility (platform) equals approximately 240 sq. ft, and the proposed 216 sq. ft., giving a total of 456 sq. ft. No impacts to Coastal or "404" wetlands would occur as a result of construction. As previously indicated, the planned development would be located within the applicant's riparian corridor and within ' /< of the width of the waterbody.
