On February 18, 2013 Roberto Scheller of the Division of Water Quality (DWQ) was on -site at the YMCA Camp Seafarer to
investigate a complaint against the marine contractor installing bulkheads at the subject site. While on -site a cursory review of the
permitted site was conducted for a compliance evaluation inspection. A 401 General Certification (CSC) # 3641 was issued by this
Office on April 11, 2012 for 2.14 acres of open water impacts for the purpose of maintenance dredging, construction of 350 feet of
bulkhead with a 4 foot wide bulkhead cap, and backfill of 2,750 square feet of old railway haul out basin.
At time of inspection the subject project appeared to be compliant with the General Certification #3641. If you have any questions
please call Roberto Scheller in the Washington Regional Office at (252) 948 -3940. Please note that this letter is to report findings of a
CEI and does not authorize any impacts to either Waters of the United States or Waters of the State. Please contact the US Army
Corps of Engineers (USACE) or NC Division of Water Quality (DWQ) if any additional impacts are proposed.
