Subject: REQUEST FOR ADDITIONAL INFORMATION
North Main Street Mixed -Use Development
Dear Mr. Schewe:
On January 29, 2013, the Division of Water quality (Division) received your application
requesting a 401 Water Quality Certification and Buffer Authorization from the Division for your
project. The Division has determined that your application is incomplete and cannot be
processed. The main issues are that the scale of the drawings is too small, and waters of the
state and impacts to these waters and riparian buffers were not clearly depicted. The
application is on -hold until all of the following information is received:
1. Re- submit your site plans on full plan sheets at a scale of no smaller than 1 " =50' with
one -foot existing and proposed topographic contours shown. On these plan sheets,
please indicate the proposed locations, sizing and types of stormwater management
practices for this project that will be reviewed and approved by the Town of Holly
Springs.
2. Provide cross section details showing the provisions for aquatic life passage for road
crossings /culvert installations.
3. Locate any planned sewer lines or connections on the site plan.
4. Numerate all stream impacts including all fill slopes, dissipaters, and bank stabilization
on the site plan. The Division does not require mitigation for the stream impacts

totaling 66 linear feet for this project so you will want to check with the U.S. Army
Corps of Engineers to determine if they are requiring mitigation.
S. Numerate all wetland impacts including fill slopes on the site plan. Also, please clarify
if the U.S. Army Corps of Engineers concurs with the wetland impacts of 0.06 or 0.08
acre.
6. Numerate all riparian buffer impacts on the site plan and clearly label impacts (Buffer
Impact 1, etc.). The riparian buffer impacts associated with the road crossings may not
require mitigation, but we need plans with impacts more clearly depicted to determine
if this is the case.
7. Locate all wetlands, streams, and other waters of the State as overlays on the site plan.
8. Locate all of the protected riparian buffers as overlays on the site plan, clearly showing
Zone 1 and Zone 2.

9. Please provide documentation from the North Carolina Ecosystem Enhancement
Program indicating their willingness to accept your request to purchase riparian buffer
and stream credits (if required) to mitigate for the proposed impacts listed in your PCN
application per Section D.
Pursuant to Title 15A NCAC 02H .0502(c) and Title 15A NCAC 02B.0233 (8), the applicant shall
furnish all of the above requested information for the proper consideration of the application.
If all of the requested information is not received in writing within 30 calendar days of receipt
of this letter, the Division will be unable to approve the application and it will be returned. The
return of this project will necessitate reapplication to the Division for approval, including a
complete application package and the appropriate fee.
Respond in writing within 30 calendar days of receipt of this letter by sending four copies of all
of the above requested information to the Wetlands, Buffers, Stormwater — Compliance and
Permitting (Webscape) Unit, 1650 Mail Service Center, Raleigh, NC 27699 -1650.
Please be aware that you have no authorization under Section 401 of the Clean Water Act for
this activity and any work done within waters of the state may be a violation of North Carolina
General Statutes and Administrative Code.
