Good Morning Dave,
I hope all is well with you.
Yesterday, Axiom submitted an e-PCN for stream impacts resulting from the construction of a second platform at the
Salisbury Station in Rowan County. I believe you will be our NCDWR contact for this project. Andy Williams is the
USACE representative for this. This morning, he and I spoke about the application and discussed changes that need to
be made (examples: change the requested permit to NWP 18, revise stream bank stabilization from temporary to
permanent impacts, provide additional information for stream functional assessment and Schweinitz’s sunflower
habitat, apply for stream mitigation. He plans to send an e-mail to me, with you copied, sometime today listing items
needed to make the application complete. I plan to respond to this e-mail with the items requested and copy you on
the response. Please let me know if you need anything in addition to what Andy requests.

Hmmm, catacombs? No wonder you found nothing living in the stream.
???? I see no need to review the site for this
project. It looks pretty straight forward from the data you sent and Axiom is very conscientious. I’ll send a letter out in

Good Morning Nicholle and Dave,
The NCDOT Rail Division is proposing improvements to the train station in downtown Salisbury (Salisbury
Station). Axiom has conducted a potential wetland/stream delineation in the vicinity of the station, and we have been
requested to obtain agency verification of our delineation.
We identified one stream that we believe to be perennial. The identified stream is an approximately 182-foot long
reach in a field of kudzu between two culverts (see attached photos). There was nothing living in the stream. The
upstream culvert appears to be collecting water from under downtown Salisbury and flows through “catacombs”
beneath the station. These are the first catacombs I have encountered professionally. The downstream culvert extends
approximately 500 feet before daylighting into an urban landscape.
