Please consider the following, some of which I have passed along: When the county was developing the wells and water treatment facilities in the Chocowinity /Blounts Creek area, the plan was to discharge highly salivated water into lower Blounts Creek, below the bridge. There was so much public concern, that they "bit the bullet" and laid a pipe to Hill's Point area into the river. The water wells are taking up to 500,000 gallons per day from the aquifer, and there was consideration of using the mine discharge to serve this need, plus Vanceboro's, but the mine generates far too much water. And the pipeline to the river is too small to carry the mine discharge, even if it were permissable. I still believe the cost of handling the discharge (initial investment) may be small given the overall financial performance of the mine for Martin Marietta over an extended period. Plus, I would doubt that the lease has been finalized (until the discharge issue is resolved) and the cost could be passed through the lease to Weyerhauser (I believe as owner), changing the feasibility of the project. Weyerhauser is not in the mining business, and the mining lease is just "gravy" for them. The cost of the resulting aggregate cost in highway construction likely is nominal, compared to the cost to the natural resource. If this heads to an unfavorable outcome, there could be consideration of taking this to a court action. From what you have written, it appears that there are legal issues. Private business should no longer be able to pass along environmental costs and consequences to a public resource! Thanks for your consideration.
