A Brown Trout moratorium is appropriate for this project (Oct. 15 to April 15) and, of course, the
associated Design Standards in Sensitive Watersheds. Our Fisheries staff visited the project area this
week. Good numbers of Brown Trout were found in the northern/downstream half or so of the project
length (From approximately the stretch where Elk Ridge Farm Road ties in and downstream). The
moratorium should apply to the entire project to prevent sediment impacts to this population.

The culverts proposed for the jurisdictional stream crossings are steep and fish passage is questionable
for all of them. Culverts in the downstream section are the most important for fish passage, as far as the
trout are concerned. Any improvements that can be made to fish and aquatic life passage would be
beneficial and appreciated.
