We are also requesting 401 - certification and Buffer Compliance from the NC -DWQ for impacts to wetland, streams and riparian buffers. The proposed project consists of the rehabilitation of approximately 26,300 linear feet of existing sewer line that runs along the north bank of Crabtree Creek from east of Raleigh Boulevard to west of Glenwood Avenue. The alignment begins east of Raleigh Boulevard (Latitude: 35.8059676N; Longitude: - 78.600803W) and ends west of Glenwood Avenue (Latitude: 35.838356N; Longitude:- 78.673628W) in Raleigh, Wake County, North Carolina. The proposed alignment contains unnamed tributaries of Crabtree Creek and a portion of Big Branch Creek and Mine Creek, and is located in the Neuse River Basin. The Water Quality Classification for this feature is: "C;NSW ", the Cataloging Unit for the site is:03020201, and the Stream Index number is: 27- 33 -(10). Purpose and Need The City of Raleigh Public Utilities Department ( CORPUD) proposes to rehabilitate the Crabtree Creek North Bank Interceptor through the combination of excavation and replacement of some sections and lining the existing pipe in the additional sections, see attached Rehabilitation Plan. The North Bank Interceptor consists of approximately 26,300 linear feet of 30 -inch and 36 -inch reinforced concrete pipe installed adjacent to Crabtree Creek from near Glenwood Avenue at Lead Mine Road downstream to a point east of Raleigh Boulevard at Yonkers Road. Approximately 3,100 linear feet of the North Bank Interceptor extending from Glenwood Avenue downstream to Mine Creek is 30 -inch pipe. The remaining portion of the interceptor (approx. 23,200 LF) is 36 -inch pipe. The North Bank Interceptor was originally installed in the late 1950's and early 1960's. The age of the pipe, the generation of hydrogen sulfide within the interceptor, and lack of cover at some locations have caused a significant structural deterioration of the concrete pipe. The general condition of the pipe and its close proximity to the Creek bank in some areas are of concern to CORPUD and threaten CORPUD's ability to adequately transport the wastewater contributed to the Crabtree Creek Interceptor system. The City has chosen to proceed with the rehabilitation for a major portion of the Crabtree Creek North Bank Interceptor through lining the existing pipe through either "Cured in Place Pipe" (CIPP) or "Slip Lining" methods. The CIPP process consists of inserting a wet, pliable liner into the existing sewer pipe, which is then pressurized so the liner conforms to the shape of the mating pipe, heated to harden the liner. The Slip Lining method consists of lining the existing sewer pipe by pushing a smaller diameter pipe through the existing pipe and grouting the liner in place. Both methods allow the existing sewer to be rehabilitated and structurally stabilized without having to dig and replace the old pipe. Therefore, where lining the existing pipe is not practicable, the applicant proposes to dig and replace the existing sewer line. The FONSI previously issued for this project approved a proposed increase in pipe diameter for the purpose of accommodating current measured peak flow without surcharging, average daily flow at less than '/z -full conditions and not to provide for any additional increase in flow in this section of the interceptor or in the downstream sewer following connection to the existing 42 -inch sewer. Since the issuance of the FONSI, the project's scope has change and DWQ has issued a Determination of Minor Construction Activities (DMCA) for the project. The DMCW was issued on July 20, 2010 and supersedes the FONSI. The current design for the project is to rehabilitation the majority of the existing 36 -inch sewer with an in -place lining and only excavate where necessary. The current design will not result in an increase in pipe diameter. Project History The proposed rehabilitation of the Crabtree Creek North Bank Interceptor was originally designed as a phased project. Phase I of the proposed rehabilitation was permitted in 2008 with the understanding that the additional phases would be permitted once the construction plans had been completed. Phase I of the rehabilitation project was issued a NWP 12 by the Corps of Engineers (AID# 200801253) on April 10, 2008 and a 401 /Buffer Authorization by DWQ (Project # 07 -1093) on August 3, 2008. Copies of the permits have been provided as Appendices. The City of Raleigh never initiated construction of Phase I and the 404/401 permits expired. Impacts for entire Crabtree Creek North Bank Interceptor Rehabilitation project was permitted through issuance of a Corps NWP 12 (AID# 200801253) on April 29, 2011, and a DWQ 401 WQC and Buffer Authorization (DWQ Project #07 -1093, Ver.3) on April 18, 2011. Copies of the previously issued 404/401 permits have been provided as Appendices. The 404/401 authorizations expired on March 18, 2012, but were automatically granted a 1 -year extension since site work had begun. Construction is ongoing, but the authorized impacts will not be completed prior to the expiration of the permits on March 18, 2013. Therefore, the City of Raleigh is requesting new authorizations for the project to avoid any interruptions in construction. Please note that the project is being constructed as was previously approved, as there are no proposed changes. A jurisdictional determination for the entire project was issued in conjunction with the previous NWP 12 issued in April 2011, and is valid until April 2016. Proposed Impacts The proposed temporary impacts consist of: 143 linear feet of important stream channel and 2.11 acres of wetland impact. Permanent impacts consist of: 0.56 acres of wetland fill for the construction of an access corridor and 0.24 acres of wetland impact from the permanent conversion of forested wetlands to herbaceous wetlands for the permanent maintenance corridor. Approximately 0.857 acres (37,330 sq ft) of riparian buffer will be disturbed for installation of the sewer line. Impacts are summarized in the PCN form. Following construction, the applicant will return all stream channels and wetlands to their pre - construction contours and will re -seed these areas with a wetland plant mix. Avoidance and Minimization Prior to design, the City of Raleigh requested a detailed delineation of all jurisdictional wetlands and Waters within the existing and proposed sewer easement to minimize impacts. WITHERS �' RAVENEL Page 2 of 4 ENGINEERS I PLANNERS I SURVEYORS The previous design for Phase I of the North Bank Interceptor proposed excavation and replacement of the existing sewer line. The majority of the wetlands within the sewer corridor occur within the previously permitted Phase I of the project. The previously permitted excavation and replacement of the existing pipe within Phase I would have resulted in 30.4 If of temporary stream impacts; 2.175 acres of temporary wetland impacts, 0.498 acres of permanent wetland impacts and 0.172 acres of permanent conversion impacts. In order to minimize impacts to wetlands and streams, the proposed rehabilitation has been re- designed to utilize in -place lining of the existing pipe through the use of the "Cured in Place Pipe" (CIPP) or "Slip Lining" methods, where practicable, as previously discussed. As a result of the utilization of in -place lining to rehabilitate the majority of the existing sewer line, the rehabilitation of the entire North Bank Interceptor will result in 2.11 acres of temporary wetland impacts, 0.56 acres of permanent wetland impact and 103 If of temporary stream impacts. The realignment of the sewer easement at Wetland Impact Exhibits 1, 2 and 3 are proposed to move the sewer easement to the edge of an existing pond west of Raleigh Blvd. The pond, located west of Raleigh Blvd, was created after the sewer had been constructed, resulting in the existing sewer easement being located in the middle of the pond. The existing sewer alignment poses significant construction and maintenance issues. The proposed alignment will abut an existing berm along the western edge of the pond. By adding fill to expand the existing berm to create the access road, the sewer line will be easily accessible should future maintenance be necessary. Also, expanding the existing berm to install the new sewer line and create an access road results in less wetland impacts than if the new sewer line and access road were constructed in the existing sewer easement through the middle of the pond. By relocating the sewer easement to the berm, the wetland impacts are minimized and future maintenance of the sewer line is simplified. The old sewer easement will be abandoned in place. Buffer impacts have been minimized by staying with the existing, maintained sewer easement wherever possible. The proposed permanent buffer impacts identified in Buffer Impact Map 16 will result from moving the sewer line farther away from Crabtree Creek. Currently, the sewer line is located within a few feet of the top of bank of Crabtree Creek. The City of Raleigh wishes to move the sewer as far away from Crabtree Creek as possible. However, the sewer could not be relocated outside of the buffer due to a wall of rock located north of the existing easement. The presence of the rock wall prevents the sewer easement from being moved any farther north than is shown on Impact Map 16. WITHERS �' RAVENEL Page 3 of 4 ENGINEERS I PLANNERS I SURVEYORS Through the use of in -place lining methods, the proposed impacts to wetlands, streams and buffers for the entire ±26,300 If of the North Bank Interceptor are only slightly higher than the previously permitted impacts for the 12,000 If within Phase I. Mitigation Under the previous permits for Phase I of the rehabilitation of the North Bank Interceptor, the City of Raleigh was required to purchase 0.670 acres of riparian wetland credits and 38,967 sq ft of buffer credits to mitigate for the authorized impacts. The City of Raleigh made payment to EEP for purchase of the required mitigation, and EEP issued a Mitigation Receipt on July 30, 2008. A copy of the EEP Mitigation Receipt is provided as an Appendix. Wetland Mitigation When Phase I was originally permitted in 2008, the City of Raleigh was required to purchase 0.670 acres of riparian wetland mitigation from EEP. Since Phase I was never constructed, the 0.670 acres of wetland mitigation purchased was applied to the project under the previous Corps NWP 12 permit. The previously issued NWP 12 specifically stated "Previous purchased mitigation credits satisfy mitigation for this project ", and no additional wetland mitigation was required. Therefore, no additional mitigation is proposed under the current application, as the proposed project is the exact same as was previously permitted. Buffer Mitigation The proposed project will result in 6,986 sq ft of buffer impacts that will require mitigation. The required buffer mitigation for the current application calculates to 20,958 sq ft. The previously issued 401 Buffer Authorization allowed the application of the previously purchased 38,957 sq ft of buffer mitigation for Phase I to satisfy the buffer mitigation for the entire project, which is in excess of the mitigation that is required for the currently proposed buffer impacts. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The City has chosen to proceed with the rehabilitation of the Crabtree Creek North Bank Interceptor through lining the existing pipe through either "Cured in Place Pipe" (CIPP) or "Slip Lining" methods. The CIPP process consists of injecting a wet, pliable liner into the existing sewer pipe, which is then heated to harden the liner. The Slip Lining method consists of lining the existing sewer pipe by pushing a smaller diameter pipe through the existing pipe. Both methods allow the existing sewer to be rehabilitated and structurally stabilized without having to dig and replace the old pipe. However, both methods have limitations for use, such as the ability to insert the liners around sharps angles in the line, and a 1000 If foot maximum length of liner from the liner insertion point. Therefore, where lining the existing pipe is not practicable, the applicant proposes to dig and replace the existing sewer line. 2.
