As indicated by attachments with this letter, two small water retention ponds will be constructed on the project and will include gasketed RCP pipe ranging in size from 30 to 36 inches in diameter. The information provided to us indicatps that the pipes will be bedded on a continuous concrete cradle, and the City of Durham has requested that a filter diaphragm be installed. The filter diaphragm design was evaluated utilizing methods employed for High Hazard dams in the state of North Carolina. The actual filter diaphragm should have a minimum width of not less than 3 feet, should extend at least 18 inches below the bottom of the cradle, and should extend a minimum of 2 feet above the top of the pipe. Additionally, the diaphragm should extend a minimum of 3 feet beyond the outside edges of the cradle and should be installed on a 1.511:1V slope up to the top of the diaphragm so that it will look approximately as shown in the attached figures. In reality, the contractor may wind up with a wider diaphragm depending upon the construction techniques used to install the diaphragm. A concrete sand meeting C -33 gradation requirements should be used to backfill within the filter diaphragm. A C -33 concrete sand rather than a manufaetured NCDOT 2S sand is recommended in order to provide better filtration and better drainage capacity. As shown by the attachments, the drain extending off of the filter diaphragm towards the headwall should include a minimum 21 inch high by minimum 3 foot wide section of #78 stone which should abut the cradle and /or pipe which in turn should be completely encapsulated in a minimum of 12 inches of C -33 concrete sand. The drain should extend down to within 7 feet of the headwall where drainage from the drain should be collected in a slotted pipe which is slotted within the stone and is solid through the sand and through the soil to its discharge point at the headwall. We are recommending that the drain be installed on each side of the cradle as shown in the attachments. The design was accomplished by calculating the anticipated seepage quantities based on an assumed permeability of 1 x 10 em/see which would be typical for fine grained Triassic soils such as exist in this area. Failures along outlet works are the primary cause of failures of these type structures. However, it is equally important that the subgrade below the cradle and backfill placed adjacent to the cradle and around the pipe be properly installed. The soils placed under and immediately around the cradle should be fined grained soils compacted to not less than 95% of the standard Proctor maximum dry density at I to 3% on the wet side of optimum. Placement of dry of optimum soils substantially increases the permeability of the soil and the susceptibility of those soils to piping type failures. An added precaution which is sometimes utilized with these type structures is to bentonite enrich the soil placed within 2 feet of the cradle for a 10 foot long control section beneath the crest of the dam. If bentonite enriched soil is used, 2 to 3% bentonite should be added to the soil by mixing on the ground prior to placement and compaction. The importance of proper compaction and moisture control adjacent to the cradle and pipe cannot be overemphasized. It is strongly recommended that full -time inspection be conducted during placement of backfill around the outlet works and that density tests be performed to verify that it is placed both to the proper compaction and at the appropriate moisture content.
