PROJECT SUMMARY: The applicant proposes to install a single -pole lift to create a third boat slip and to dredge the area around the existing boat lift to achieve a depth of 4' at normal low water. Gwendolyn Ward Page 2 9. PROJECT DESCRIPTION: The project site is located at 144 Great Oak Drive, adjacent to the AIWW, in Hampstead, Pender County. To locate the property from the WIRO office, drive north on NC Highway 17, turn right at Headwaters Drive. Follow Headwaters Drive approximately 0.8 miles to Overlook Drive. Turn left on Overlook Drive and follow it to Northline Drive near the end of the road. Turn right on Northline Drive and follow it to the end. Turn right on Great Oak Drive and the property will be located on the left. The property consists of a 0.87 acre parcel. A single - family residence occupies the highground portion of the property, which averages approximately 20 feet above mean high water (MEW) and is vegetated primarily with lawn grasses. The shoreline is stabilized with a bulkhead and mixed coastal and 404 -type wetlands vegetate the property waterward of the bulkhead. Groundselbush (Baccharis halimifolia),Wax Myrtle (Myrica cerifera) and Bulrush (Scirpus spp.) are among the species that vegetate the area immediately waterward of the bulkhead. This area measures approximately 30' in width. Waterward of this transition zone, Smooth Cordgrass (Spartina alterniflora) vegetates a distance of approximately 180' before reaching a small channel of approximately 25' in width. The marsh then continues again on the other side of the channel for a distance of approximately 135' before terminating at the AIWW. A narrow oyster shell berm exists approximately 40' from the waterward edge of marsh, and measures approximately 20' in width. This area is sparsely vegetated with Glasswort (Salicornia spp.), Sea Lavender (Limonium carolinianum) and Salt Marsh Cordgrass (Spartina alterniflora). The overall span of marsh, including the small channel and shell bank, measures approximately 360' in length from the bulkhead. The width of the waterbody measures approximately 600' from marsh to marsh. The docking facility extends 103' into the waterbody from the edge of marsh and is located approximately 118' landward of the federal channel setback. Submerged aquatic vegetation (SAV) is present between the marsh and the platform, although SAV was not observed within the proposed dredge area or within the footprint of the proposed lift area during my three site visits, although a thorough investigation was not possible due to wind and water levels. The 2 -slip docking facility was authorized under CAMA general permit #15812, issued to Michael Ward on February 1, 1996. It authorized a pier, T -head, floating dock and boathouse. It was later modified to reconfigure the floating dock. It appears the boathouse was eliminated in the modification. A general permit ( #52515) was then issued to Gwendolyn Ward on May 4, 2009 authorizing a boatlift adjacent to the floating dock. The docking facility consists of a pier leading to an irregularly shaped two - story platform, measuring approximately 24' in length by 15' in width. The platform leads onto a floating dock which measures 32' in length by 6' in width. A 12' by 12' boatlift is located on the south side of the floating dock. Based on three site visits, the water depth in the location of the floating dock is estimated to be approximately -2.5 at normal low water (NLW). The waters of the AIWW are classified SA -ORW by the Division of Water Quality. The project area is NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and is OPEN to the harvest of shellfish. 10. Gwendolyn Ward Page 3 PROPOSED PROJECT: The applicant proposes to install a single -pole lift adjacent to the existing gazebo in order to create a third boat slip and to dredge a 20' in length by 12' in width area under the existing boat lift to achieve a depth of -4' at normal low water. The spoil site would be identified by the contractor prior to the initiation of the project. The applicant's agent has stated that the contractor will obtain approval from the Division of Coastal Management prior to the initiation of work. ANTICIPATED IMPACTS The installation of the single -pole lift would result in the incorporation of approximately 48 square feet of Estuarine Waters and Pubic Trust Area. The dredging would result in the excavation of 240 square feet of shallow bottom (which is also designated as Estuarine Waters and Public Trust Area). Although no SAV was observed within the project area, site conditions did not permit a conclusive determination as to whether there would be any impacts to SAV. Minimal increases in turbidity occur during construction. The boat lift would not encroach into the USACE AIWW setback, nor into either 15' riparian setback. The Wards also request maintenance bucket dredging under the existing boat lift. The current and existing structures were authorized by state permit number GP 52515 and 15812 and was issued to the Wards. The requested additional boat lift is made up of one 8 inch piling and machinery with a total footprint of 48 square feet. The piling will be driven into the bottom twelve to fourteen feet. Atop this piling is the housing for the electro mechanical lifting device. The lower section of the lift known as the cradle shall have two bunks that would accommodate one small water craft. The construction is expected to take two days. The piling is to be set with light barge and the remaining work to be done by hand. The lift will pose no environmental impact with the exception of shading and six foot by eight foot section of water two hours a day. The piling is expected to increase marine life within a year by providing footing for oysters and barnacles and drawing in fishes attracted by this food source. - ;, The area directly below the existing boat lift has silted in and is currently making the used of the lift difficult. The Wards request a permit to allow for buck et' maintenance dredging in this twelve foot by siiteen foot area. The total volume Lf jo 20 to be removed is estimated to 380 cubic foot or if cubic yards. This measure would restore the depth to � foot at mean low tide.
