Dear Ms. Higgins:
Thank you for your letter dated February 22, 2013 requesting additional information regarding the
Parkwood Storm Drainage Improvement Project (SDIP). A copy of your letter is attached for your
reference. Your questions /requests have been addressed in the same the order they were presented in
your letter.
1. Provide documentation from an appropriate mitigation bank indicating willingness to
accept your request to purchase 195 linear feet of stream credits.
Charlotte Mecklenburg Storm Water Services will utilize 195 stream mitigation credits from
the City of Charlotte Umbrella Stream and Wetland Mitigation Bank ( "Umbrella Bank "). A
letter of acceptance from the Umbrella Bank is attached.
2. Provide a monitoring plan for the stream enhancement and stream relocation portions of
the project.
A monitoring plan has been prepared for the enhanced and relocated stream reaches.
Monitoring shall consist of Level II Monitoring as required by the USACE and NCDWQ
Stream Mitigation Guidelines for North Carolina. A copy of the Stream Enhancement
Monitoring Plan is attached.
Provide a schedule for the work including measures that will be taken to ensure that all
work in or adjacent to stream waters is conducted so that the flowing stream does not
come in contact with the disturbed area.
All channel work shall be conducted in the dry. Coffer dams and rock check dams shall be
used to create a pump around so as to prevent flowing water from contacting work areas. An
erosion control plan is included in the plan set for the project. Sheet EC -3 of the erosion
control plan gives details of the proposed pump around. Copies of the erosion control plan
sheets are attached.

The purpose of this letter is to notify you that the City of Charlotte Umbrella Stream and Wetland Mitigation Bank
( "Umbrella Bank") is willing to accept the mitigation responsibility associated with the subject project. Please note that the
decision by the Umbrella Bank to accept this responsibility does not ensure acceptance by the U.S. Army Corps of Engineers
or the North Carolina Division of Water Quality. It is the responsibility of the applicant to coordinate with these agencies to
determine if payment to the Umbrella Bank for impacts associated with this project is appropriate.
This acceptance is valid for six months from the date of this letter. The following documents must be submitted to the
Umbrella Bank within this time frame for this acceptance to remain valid:
1. 404 Permit Verification
2. 401 Water Quality Certification
3. Executed Departmental Transfer Invoice (DTI) between Flood Control cost center and the Mitigation Bank
cost center detailing the use of and payment for the credits described in the table below.

Executive Summary
The Parkwood Storm Drainage Improvement Project (SDIP) is approximately 117 acres in extent.
The project area encompasses a portion of the Parkwood Neighborhood in Charlotte, North
Carolina. The project is located northeast of East Brookshire Freeway between East 13th and East
15th Streets (Figures 1 and 2, attached). The purpose of the proposed project is to alleviate
flooding caused by an unnamed tributary to Little Sugar Creek that flows through the center of
the project area.
As part of this project approximately 595 linear feet of stream channel will be enhanced and an
additional 215 linear feet of stream channel will be relocated (Figure 2, attached). As requested
by the North Carolina Division of Water Quality ( NCDWQ) a Stream Enhancement Monitoring
Plan has been prepared. Monitoring shall consist of Level II Monitoring as required by USACE
and NCDWQ Stream Mitigation Guidelines for North Carolina ( USACE, 2003).

Monitoring Plan
The proposed stream enhancement will be monitored for a period of five years from the
completion of the work as required by USACE and NCDWQ Stream Mitigation Guidelines for
North Carolina ( USACE, 2003). The purpose of this monitoring is to ensure the success of the
proposed mitigation and to enable remedial action to be undertaken in a timely fashion if
necessary. Level II Monitoring will be enacted. This monitoring level includes vegetation
survival monitoring and photo documentation. Channel stability will also be monitored by
utilizing the Bank Erosion Hazard Index (BEHI) method.
Upon completion of the project, as -built documentation of the enhanced stream reaches will be
conducted. The as -built documentation will include the establishment of vegetation monitoring
plots, photo location points, and BEHI analysis of each enhanced reach. The selection of
locations will include areas that may be predisposed for potential problems. Stem counts of
planted vegetation within the monitoring plots will be recorded as a baseline for the plant survival
monitoring. The as -built documentation will include a plan view diagram showing the location of
vegetation monitoring plots and photo location points.
Monitoring Level II
The required monitoring will be performed each year for the 5 year monitoring period and two
bankfull flow events will be documented through the monitoring period. If less than two bankfull
events occur during the first 5 years, monitoring will continue until the second bankfull event is
documented. The bankfull events must occur during separate monitoring years.
Monitoring data collected will include the following:
• reference photos
• plant survival analysis
• BEHI analysis
Yearly data will be collected during the same season. Annual reports will be sent to the USACE
and NCDWQ following the completion of each annual monitoring event. The monitoring events
will be conducted at the same time of year during mid - growing season. The report will include
photographs, vegetation survival counts, BEHI Analysis, and a narrative describing current site
conditions. Photographs will be taken from no fewer than eight established monitoring positions.

The exact locations will be determined, marked with a stake, and recorded with a GPS receiver in
the field during the first monitoring event and used in each of the following monitoring events.
Vegetation survival counts will be collected from established plots within each monitored area.
The plot locations will be randomly determined in the office using GIS. The plots for stream
enhancement sites extend from the toe of bank to the furthest edge of the outside planting zone.
The total area of the vegetation sampling plots will equal 5% of the planted area. Within these
vegetation plots, all planted vegetation will be counted, identified to the species level, and
survival rate will be calculated
Success Criteria
As described above, this guidance requires three forms of monitoring to evaluate the success of
the project; photo documentation, ecological function, and channel stability measurements. These
criteria will be used to evaluate success by considering the following data:
Photo documentation
• Bank erosion
• Success of riparian vegetation
• Effectiveness of erosion control measures
• Success of in- stream structures
Ecological Function
• Health and survival of vegetation (80% survival of planted species required after 5 years)
Channel Stability
• There should be insignificant change from the as -built BEHI scores. If changes are
present the changes should represent an increase in stability (e.g. increased root depth and
density). BEHI analysis will be used to assess channel stability.
Remedial Action
If the success criteria are not met remedial action will be taken to ensure that any instability is
corrected.
