The site is comprised of two parcels and consists of undeveloped forested land. Four streams and three wetlands are present on -site. The proposed project will result in a total of 289 LF/0.018-acre of permanent impacts to streams. E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Avoidance and minimization efforts were implemented during development planning and design to the greatest extent practicable in order to reduce the overall impacts on the aquatic environment while staying within nationwide permit thresholds. The final plan demonstrates maximum avoidance and minimization efforts by reducing the proposed stream and wetland impacts. The rationale to support avoidance and minimization efforts include the following: • Stream 2 and 3 — Impacts 1 and 2: These impacts are necessary to facilitate the appropriate grading to meet the needs/requirements of the proposed development. However, grading fill slopes were limited to stream buffer and wetland boundary limits on western side and impacts to Stream 1 and Wetland 1 were avoided. • Wetland 2 — Impacts 3 and 4: These impacts are necessary to facilitate the appropriate grading to meet the needs/requirements of the proposed development. However, impacts to Stream 4 were completely avoided by shifting the driveway south and crossing at the narrowest wetland location (Impact 3). In order to minimize grading fill slopes, retaining walls are proposed to minimize overall wetland impacts. • Wetland 3 — Impact 5: Fill slopes were originally designed 4:1 along Sam Furr Road. Further design allowed for the fill slopes of the adjacent roadway to be reduced to 3:1. Impacts to Wetland 3 were reduced from 0.06-acre to 0.04-acre. This impact to Wetland 3 is necessary to maintain safety for vehicle travel. • Avoidance of the remaining 1.687-acres of wetlands on -site. • Avoidance of the remaining 1,438 LF of streams on -site. A conspan bridge is proposed at the crossing of Stream 4 to avoid impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Stormwater facilities are sized and positioned to minimize impacts to the greatest extents practicable. Temporary erosion control measures, including but not limited to skimmer basins and silt fence, will be implemented to minimize sediment laden runoff from exiting the site. 2.
