The site is located at the northwest corner of Sam Furr Road and Jamesburg Road, approximately 2,200 ft. east of the
intersection of Old Statesville Road and Sam Furr Road in Huntersville, Mecklenburg County. The site is comprised of two
parcels and consists of undeveloped forested land. Four streams and three wetlands are present on -site. The site is
surrounded by industrial development, commercial development, and residential development.

The Huntersville Distribution Park is a proposed 65.5-acre industrial park in Huntersville, Mecklenburg County, NC. The
purpose of the project is to provide new warehouse distribution space to the surrounding area.

The project proposes the development of four (4) distribution buildings, on -site roadway, truck/trailer parking, employee
parking, and stormwater facilities. Permanent impacts include 289 LF/ 0.018-acre to streams and 0.083-acre to wetlands.
General construction equipment includes, but are not limited to, bulldozers, excavators, front-end loaders, etc. used for
construction purposes.

The proposed development seeks authorization under GC4263 for stream impacts associated with grading activities necessary to construct the
distribution buildings. The proposes project will result in 97 LF/ 0.0045-acre of permanent impacts to Stream 2 and 192 LF/0.013-acre of permanent
impacts to Stream 3. The proposed project will result in a total of 289 LF/0.018-acre of permanent impacts to streams.
E. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:

Avoidance and minimization efforts were implemented during development planning and design to the greatest extent practicable in order to reduce
the overall impacts on the aquatic environment while staying within nationwide permit thresholds. The final plan demonstrates maximum avoidance and
minimization efforts by reducing the proposed stream and wetland impacts. The rationale to support avoidance and minimization efforts include the
following:
• Stream 2 and 3 — Impacts 1 and 2: These impacts are necessary to facilitate the appropriate grading to meet the needs/requirements of the
proposed development. However, grading fill slopes were limited to stream buffer and wetland boundary limits on western side and impacts to Stream
1 and Wetland 1 were avoided.
• Wetland 2 — Impacts 3 and 4: These impacts are necessary to facilitate the appropriate grading to meet the needs/requirements of the proposed
development. However, impacts to Stream 4 were completely avoided by shifting the driveway south and crossing at the narrowest wetland location
(Impact 3). In order to minimize grading fill slopes, retaining walls are proposed to minimize overall wetland impacts.
• Wetland 3 — Impact 5: Fill slopes were originally designed 4:1 along Sam Furr Road. Further design allowed for the fill slopes of the adjacent
roadway to be reduced to 3:1. Impacts to Wetland 3 were reduced from 0.06-acre to 0.04-acre. This impact to Wetland 3 is necessary to maintain
safety for vehicle travel.
• Avoidance of the remaining 1.687-acres of wetlands on -site.
• Avoidance of the remaining 1,438 LF of streams on -site. A conspan bridge is proposed at the crossing of Stream 4 to avoid impacts.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Stormwater facilities are sized and positioned to minimize impacts to the greatest extents practicable. Temporary erosion control measures, including
but not limited to skimmer basins and silt fence, will be implemented to minimize sediment laden runoff from exiting the site.

The development of the site shall comply with the required Town of Huntersville post construction stormwater ordinances.
• The primary stormwater control measures have been designed per the Charlotte Mecklenburg BMP Manual and
designed with a water quality volume for the 1" water quality storm event.
• The post -development flow rates have been reduced to the pre -development peak flow rates for the 2-year and 10-
year, 24-hour storm events
• The stormwater network has been designed to convey the 10-year stormwater flows using a tail water elevation
equal to the respective ponds 10-year peak water surface elevation.
• The proposed stormwater control measures have been designed to route the flow from the 50-year, 24-huor storm
event while maintaining a minimum 0.5 ft of freeboard.

The North Carolina Natural Heritage Program (NCNHP) appreciates the opportunity to provide
information about natural heritage resources for the project referenced above.
Based on the project area mapped with your request, a query of the NCNHP database indicates that
there are no records for rare species, important natural communities, natural areas, and/or
conservation/managed areas within the proposed project boundary. Please note that although there
may be no documentation of natural heritage elements within the project boundary, it does not
imply or confirm their absence; the area may not have been surveyed. The results of this query
should not be substituted for field surveys where suitable habitat exists. In the event that rare
species are found within the project area, please contact the NCNHP so that we may update our
records.
The attached `Potential Occurrences' table summarizes rare species and natural communities that
have been documented within a one -mile radius of the property boundary. The proximity of these
records suggests that these natural heritage elements may potentially be present in the project area
if suitable habitat exists. Tables of natural areas and conservation/managed areas within a one -mile
radius of the project area, if any, are also included in this report.
If a Federally -listed species is found within the project area or is indicated within a one -mile radius of
the project area, the NCNHP recommends contacting the US Fish and Wildlife Service (USFWS) for
guidance. Contact information for USFWS offices in North Carolina is found here:
https://www.fws.gov/offices/Directory/ListOffices.cfm?statecode=37.
Please note that natural heritage element data are maintained for the purposes of conservation
planning, project review, and scientific research, and are not intended for use as the primary criteria
for regulatory decisions. Information provided by the NCNHP database may not be published
without prior written notification to the NCNHP, and the NCNHP must be credited as an information
source in these publications. Maps of NCNHP data may not be redistributed without permission.
The NC Natural Heritage Program may follow this letter with additional correspondence if a
Dedicated Nature Preserve, Registered Heritage Area, Land and Water Fund easement, or Federally -
listed species are documented near the project area.
