Authorizing development in Beaufort County at Pantego Creek, Bridge No. 77 on
NC 99, TIP No. B -3611 as requested in the permittee's application letter dated
2/28/13, including the attached drawiniz dated as received on 2/28/13. _
This permit, issued on March 4, 2013 , is subject to compliance with the application (where consistent::
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may;
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
Relocation of Grassed Swale
1} Unless specifically altered herein, this minor modification to Permit No. 24 -10 authorizes the
following activities:
a. Retain the existing pavement to allow vehicle access to the remaining causeway,
b. Construct a 174' long pipe to convey bridge deck runoff to a relocated grassed swale,
c. Relocate the grassed swale as described in the permit modification request and as shown in
the attached drawing dated as received February 28, 2013.
(See attached sheet for Additional Conditions)
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
No Expiration Date, pursuant to GS 136 -44.713
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

Sirs, Please find attached the revised drainage plan per Garcy's request to fully remove the original proposed
swale from the plans leaving only the option three proposed swale. This plan in conjunction with this email is to
request the minor modification to allow Option three and its improvements to be able to maintain the existing
full access to canal. I have forwarded the email from Scott Vinson clearing storm water approval.

Gentleman, Please find attached a revised plan to address the concerns of retaining the existing pavement to
keep access to the canal. "Option 3" was chosen over the other options as follows:
Option 1: Build according to plan. This will not provide vehicular access to the causeway beyond the parking
area, but we already have the permits.
Option 2: Reduce or eliminate the 5' berm on the grassed swale detail. As long as the grassed swale
dimensions, grade, length, etc. are not changed, it will still provide the required treatment. It looks like this
would provide 12' of clearance from the back slope of the proposed swale to the ex. EP. The grassed swale
would essentially begin and end at the same places as it does now on the plans.
Option 3: Pipe flow from 2GI 4 line ahead to new JB C —L- Sta. 62 +00 Rt. + / -, and pipe it through the
guardrail to release to a relocated grassed swale from —L- Sta. 62 +00 to —L- Sta. 63 +00 Rt. + / -. Again, grassed
swale would need to have same dimensions, etc. as noted in Option 2 above, with min. length of 100'. The
relocated grassed swale would then drain into the tidal canal on plan sheet 8. No redesign comps have been
performed, but it appears that it would work.
The changes in option three that we propose is that we will not be draining the grassed Swale directly into the
canal, we are doing 115' of grassed swale instead of the minimum 100' and swale is designed so that if it
overtops will sheet flow over vegetated uplands into the canal for additional treatment.
