A. Newbold Miller, LLC.'s Shoreline Protection and Boat Docking Facilities Project along the Perquimans River; Minor Modification Request to CAMA/D&F Major Permit 26-14 Please accept this letter and the enclosed documents as the required application for a minor modification to the CAMA and NC Dredge and Fill permits for the proposed development. In the original Major Permit application, the entire shoreline of the properties adjoining the Perquimans River sought shoreline protection through the construction of a bulkhead, and this shoreline protection method was authorized by original Permit Number 26-14, on 3/26/14. Subsequently, in August 2017, a Major Modification request was submitted that sought approval for the placement of 2,565-ft of riprap in lieu of the previously authorized bulkhead, and this shoreline protection method was authorized by a Modification/Major to Permit Number 26-14, on 11/13/17. At this time, approximately 525-ft of the Perquimans River shoreline remains unprotected, and in this area the residential property remains exposed to significant loss due to erosion. This lies within the 2,565- ft of riprap authorized by the 11/13/17 Major Modification to Permit Number 26-14. Because of the elevation of the adjoining uplands, and to facilitate the associated construction activity, the owners wish to revert to the protection of this remaining section of this shoreline with a bulkhead, as authorized in the original Permit. Drawings are enclosed depicting this remaining section of shoreline, along with the rest of the 2,565-ft of shoreline changed from bulkhead to riprap by the Major Modification of 11/13/17. It is proposed to locate this bulkhead along the NWL, commencing where the northwest -most riprap area has been constructed, and terminating where the existing drainage ditch enters the Perquimans River near the northwest corner of Parcel ID 5-0053-0048A. The bulkhead is proposed to be located at or landward of NWL depicted on the submitted drawings. There is no desire to locate this bulkhead water -ward of NWL. It is proposed that the bulkhead would only be water -ward of NWL to facilitate construction in straight lines where minor undulations in shoreline would make construction along the actual waterline itnpracticable. In these cases, the bulkhead would be, on average, no farther water -ward of the NWL than 2-ft, and no farther water -ward than 5-ft in any single location. This modification request seeks no new areas of shoreline for protection. A second purpose for this permit modification request is to allow the repair/replacement of an existing section of bulkhead along the Perquimans River of a length of approximately 150-ft. The section of bulkhead in need of repair lies to the east of the drainage ditch that separates T. A. Newbold Miller, LLC parcels 5-0053-0048 and 5-0053-0048A. This section of bulkhead has reacted to the effects of storms over the past years causing the bowing of the existing sheet -piles, and steadily increasing loss of soil from the uplands landward of the bulkhead. Progressing failure of this section of bulkhead would result in a significant loss of uplands from erosion. All new and replacement bulkhead sections will be constructed prior to backfrlling, and will be backfilled with clean sand and/or soil from an upland source.
