V. WASTEWATER CONTROLS
A flow diagram of the wastewater sources and treatment facilities are included
as Figure V. The cooling waters will be piped directly to the cooling tower
and will be recirculated through the recirculation pumps. Blowdown from the
cooling tower will be discharged through a monitoring station and then into
Spring Branch.
The industrial wastewaters from the air pollution control systems will be
collected in an equalization tank. The waters from the equalization tank will
be pumped through a three stage pH neutralization system. An emergency "Out
of Spec" tank will be provided to store improperly neutralized wastewater.
Sodium hydroxide will be used to neutralize the hydrochloric acid. The
neutralized wastewater will then flow through a monitoring station and into
the pump station. Wastewater from the pump station will flow via a 5 mile
long force main to the Northeast Cape Fear River. A site map showing the
force main and discharge locations is included as Figure VI.
All sanitary wastewater will be collected in a lift station and then pumped to
the city sewer system.

It is recommenced that NPDES Permit No. NC003794 be modified and reissued to
Corning Class `.ti'or:cs to incorporate the proposed limitations for discharge of industrial
processed wastewater to the Northeast Cape Fear River along with the existing
effluent limitatiJons for the two small cooling water discharges to Spring Branch.
'•.o changes in the existing effluent limitations for cooling water discharged to
Spring Branch axe recommended. It is further recommended that mcnthly monitoring
or germanium be specified for the industrial process wastewater discharge.
In adf_tion, it is recommended that the permit be reissued for a five (5) year
period.
