existing private docking facility into Banks Channel.

9. PROJECT DESCRIPTION:
The project site is located at 314 So. Lumina Ave., adjacent to Banks Channel in Wrightsville Beach, New Hanover
County. To locate the property of interest from the Wilmington Regional Office (WiRO) travel east approximately
3.0 miles on Eastwood Rd. towards Wrightsville Beach. Cross the drawbridge and continue on Causeway Drive to
Waynick Blvd. Take a right onto Waynick Blvd. and travel approximately 0.5 miles until you reach the property of
interest which will be located on the right.
The applicant is currently in the process of the construction of a single - family residence on the east side of So.
Lumina Ave/Waynick Blvd., which does not appear to be located within an Area of Environmental Concem (AEC)
and therefore not subject to a CAMA Permit. Existing structures on the west side of the property which is the
project site consists of an existing elevated wooden walkway which spans across the lot from Waynick Blvd. to an
existing docking facility. The property has current elevations of approximately 5' to 8' above normal high water
(NHW). The highground vegetation of the property consists primarily of wild grasses and there are currently no
Coastal Wetlands present along the shoreline of the property. There are currently existing timber bulkheads located
on the adjacent properties to the north and south, which appear to have been constructed in the 1980's. The
intertidal strip of sand located waterward of the structures appears to have accreted over the decades, which locate
the normal high water (NHW) /mean high water boundary (MHW) boundary approximately 10' waterward. These
boundaries appear to be the same based on the attached riparian survey and a 1/11/2013 on -site visit.
The existing docking facility which currently exists on the property was maintained by the previous property owner.
An access pier, measuring approximately 130' in length by Vin width extends to the west into Banks Channel. The
pier terminates onto a double -deck "L- shaped" platform, measuring approximately 18' in length by 18' in width,
which is oriented towards the south. An access ramp leads onto a floating dock, measuring approximately 8' in
length by Fin width, which then turns 90° to the south a distance of approximately'l 8' in length by 8' in width running
parallel to the channel and shoreline. There is also an existing boatlift, measuring approximately 13' in length by 13'
in width located on the southern side of the access pier, just landward of the double -deck platform. The existing
facility appears to accommodate up to three (3) vessels (See Sheet 2 of 2).
The Town of Wrightsville Beach Land Use Plan classifies the upland areas of this project as Developed. The waters
of the project site are classified as SB by the NC Division of Water Quality. The NC Division of Marine Fisheries has
Not designated this area of Banks Channel as a Primary Nursery Area, and the waters adjacent to the proposed
project are Closed to the harvesting of shellfish.
PROPOSED PROJECT:
The applicant is proposing to construct a new timber bulkhead and replace an existing private docking facility into
Banks Channel. Once the existing docking facility is entirely removed a new timber bulkhead, measuring
approximately 58 linear feet would be constructed along the NHW/MHW line. The bulkhead would have
approximately 14' returns on each end of the property to tie into the adjacent timber bulkheads to the north and
south.
A new access pier, measuring approximately 84' in length by Vin width would extend from the new timber bulkhead
towards the west into Banks Channel. The pier would terminate onto a new partially covered "L-shaped" platform,
measuring approximately 21' in length by 20' in width, which would be oriented towards the north. An access ramp
would then lead onto a new floating dock, measuring approximately 40' in length by 6' in width running
perpendicular to the channel and shoreline, in the same alignment as the access pier. A new boatlift, measuring
approximately 14' in length by 14' in width would be located on the northern side, and at the most landward end of
the proposed floating dock. The application states that the existing water depth at the location of the docking
structures is approximately -4.0' to -6.0' @ normal low water. The application states that the proposed structures
would accommodate up to four (4) vessels at this location. The applicant also proposes an elevated walkway over
the highground of the property, measuring approximately 42' in length by 6' in width, which would extend from the
proposed access pier to the waterward edge of the curbing along Waynick Blvd (See Sheets 1 of 2 and 2 of 2).

10. ANTICIPATED IMPACTS
The proposed new timber bulkhead and elevated walkway would disturb approximately 2,320 sq. ft. of Estuarine
Shoreline and highground for the associated backfill and tie -back anchor system. The proposed docking facility
construction would incorporate an additional 1,360 sq. ft. of Estuarine Waters and Pubic Trust Area, essentially
within an area currently usurped by the existing docking facility. The proposed structures would extend
approximately 135' into a waterbody, which measures approximately 1,400' across. This distance would conform
with the 1/4 width rule and the established pier lengths. The structure would not encroach into the adjacent 15'
riparian corridor setback requirements. As proposed, the applicant's proposal would not extend beyond the Town of
Wrightsville Beach Pierhead Line. Minor increases in turbidity should be expected during construction.
