Subject: PCN for Horseshoe Farm Rd, Wake Forest, NC
Dear Mr. Richmond,
MULKEY
ENGINEERS & CONSULTANTS
This letter is in reference to the attached PCN for your review. The PCN describes the propose
work to be done on Horseshoe Farm Road in Wake Forest, NC. As previously discussed the work
will include the draining of a buffered pond in order to replace an existing culvert and extend the
footprint of the dam 57 linear feet in order to accommodate a new two lane rd. The expansion of
the dam will impact 57 linear feet of intermittent stream and associated buffer.
This project will not require a Nationwide Permit 14 per James Latsinger of the USACE.
If you have any questions or concerns, please do not hesitate to contact me directly at (919) 858-
1926 or by email to bdustin @mulkeyinc.com.
Sincerely,
6 \

3d. Explain the purpose of the proposed project:
The existing gravel road will be upgraded to a two lane paved road in order to facilitate the new park proposed by the
City of Raleigh at the end of Horseshoe Farm rd.
3e. Describe the overall project in detail, including the type of equipment to be used:
PA will be drained via pumps to SA, the dam area above the existing culvert will be excavated and the old culvert
removed and replaced with a new culvert and riser. While the pond is drained a temporary road will be built in the
pond bed along with a temporary storm water bypass channel to divert flow into the pond bed. The Construction
equipment will include an excavator, crane, dump trucks, and potentially a bulldozer or front -end loader for dam
construction. In addition, hand tools and other common construction equipment may be needed for construction.
