Skvada, III Governor Director Secretary February 22, 2013 Mr. Adam Long Piedmont Natural Gas 4720 Piedmont Row Drive Charlotte, NC 28273 Subject: Stream Crossing Revision Request Stream Crossing No 7.1 Piedmont Natural Gas DWQ No. 12 -0072 v2 Mecklenburg County Dear Mr. Long, This Office is in receipt of your request to change the method of stream crossing at Stream No. 7.1 from a jack and bore to an open cut. In your original application, Stream crossing number 7.1 was permitted as a jack and bore, with a 70 -foot construction corridor (30 feet permanent and 40 feet temporary) to account for removal of stream bank vegetation, potential bank grading and piling placement to accommodate a temporary equipment bridge. It is our understanding that the contractor has been unable to successfully penetrate the rock since November, 2012, due to presence of sub - surface bed rock. Such being the case, your request to have Stream crossing No. 7.1 changed from a jack and bore to a conventional (trenched) crossing as an amendment to the existing 401 Certification is hereby granted. It is our understanding that the stream impacts expected during this trenched crossing were authorized in the original 401 Certification, and that no additional impacts will be incurred as a result of this change in crossing method.
