PROJECT SUMMARY: The applicant proposes to install the infrastructure for seven emergency floodwater pump connections along the oceanfront to facilitate the pumping out of flood prone areas west of NC -12 due to ocean over -wash and severe rain events. Proiect Setting The sites of the proposed development are located between the US -158 bypass and the east shoulder of NC -12 within the Town of Kitty Hawk, Dare County, and are adjacent to the Atlantic Ocean. The oceanfront is ±19,000 feet long, and has an erosion rate of that varies from 2 feet to 2.5 feet a year. A frontal dune line is located on the east side of NC -12 and varies in height from 10 feet to 12 feet within the project areas. Existing beach material consists of medium to course sand with shell fragments. Vegetation along the oceanfront is sparse to nonexistent, with sea oats and American beach grass growing within the dune area. The properties adjacent to the oceanfront consist of mixed residential, commercial and public uses. . a , - Town of Kitty Hawk (Kitty Hawk Floodwater Management) Field Investigation Report Page 3 The area between NC -12 and the US -158 bypass has lower elevations than that of the roadways creating basin areas that flood in ocean over -wash events as well as heavy rainfall events. These areas do not have a formalized drainage system to remove the water. The majority of the structures within these areas are residential homes with septic systems, but there are also beach access parking areas as well as some commercial structures. The adjacent beach to the north is the Town of Southern Shores, and the adjacent beach to the south is the Town of Kill Devil Hills. The waters of the Atlantic Ocean in this area are classified as SB by the Division of Environmental Management, and are closed to shellfish taking. Development Proposal In the past, the Town of Kitty Hawk has been allowed to bring in pumps after severe ocean over -wash events and pump the water out into the Atlantic Ocean. In order to pump out the flooded areas, the pumps discharge lines had to be placed over NC -12, which effectively blocked the use of NC -12 until pumping was complete. In order to facilitate the pumping out of this water in future events while still allowing the use of NC -12, the Town is proposing to install 7 pump connection systems at various locations along the oceanfront area. The connection systems will consist of a grated 4 foot x 4 foot concrete collection sump within the flood prone areas that will be connected by 12" HDPE underground piping to a removable 8" standpipe located within the NCDOT right -of -way shoulder area on the east side of NC -12. The collection sumps are to be located within Town and NCDOT right -of -ways or easements and will be constructed at grade so as to not lower the water table. The sumps will be protected by filter fabric or other methods to keep sand and debris from entering the system. The 12" HDPE piping will be installed through conventional excavation and trenching; however, directional boring may be utilized if possible. The 12" HDPE piping will vary in length depending on the location area as follows: Area 1 will have ±420 feet, Area 2 will have ±280 feet, Area 3 will have ±840 feet, Area 4 will have ±280 feet, Area 5 will have ±490 feet, Area 6 will have ±560 feet and Area 7 will have ±730 feet of piping. Also, within Area 5, a combination of ±424 feet of 12" culvert and swales will be installed along Lindberg Avenue to direct water to the collection sump. The standpipes will be designed to be removable with an at -grade mechanical joint connection such that when the system is not in use, the standpipe can be removed and a blind flange can be bolted to the pipe fitting located at ground level. This will prevent vehicle collisions while also keeping sand out. The applicant anticipates that the installation of the collection system will have minimal impacts to Town roads or NC -12. When a flooding event occurs, temporary wheel mounted 8" suction pumps will be placed within the northbound lane at the standpipe connection points. There will be no dune disturbance associated with the placement of the temporary pumps. Discharge piping from the pumps will be made up of flexible and rigid sections and will be routed over the frontal dunes for discharge into the Atlantic Ocean. The ends of the discharge piping will be anchored in place and positioned as close to the tide line as possible. The Town has indicated that Public Works personnel will monitor and make adjustments to the discharge piping to prevent any scour within the beach area or frontal dunes. When pumping is complete, the Town will remove the pumps, standpipes and discharge lines and repair any damages to the dunes. Town of Kitty Hawk (Kitty Hawk Floodwater Management) Field Investigation Report Page 4 The applicant has indicated that the operational parameters of the proposed systems are concurrently being developed with the assistance of NCDENR agencies and that the systems would not be utilized without prior approval from NCDENR agencies after a flooding event. Anticipated Impacts • The overall disturbance associated with the installation of the pump connection systems, culverts and swale will be ±2.0 acres; however, if directional boring is utilized, disturbance will be greatly reduced. The disturbance within the Ocean Hazard AEC is ±0.56 acres. • During pumping events, temporary stormwater outfall may result in water degradation within the adjacent waters of the Atlantic Ocean. 'q6W, & ASSOCIATES, LTD. r• r s i r RECEIVED FEB - 4 2013 COASTAL MANAGEMENT ELIZABETH CITY Town of Kitty Hawk Flood Water Management System Narrative January 25, 2013 The Town of Kitty Hawk, NC has a unique oceanfront landform which creates several large basin areas between NC 12 (North Virginia Dare Trail) and US 158 (Croatan Highway). During major storm events such as hurricanes and nor'easters, ocean water breaches the frontal dunes and inundates large areas of this portion of Town to flood depths exceeding five feet. In addition, there are rainfall events or series of rainfall events which inundate these areas as well. The Town has no formalized drainage systems within these areas and flood waters have been historically allowed to be pumped back into the Ocean after these flooding events. Many dwellings and yards are at elevations below NC 12 and US 158 so that when flooding occurs in these areas, private homes, onsite septic systems, wells, driveways and local roadways are affected. Flood waters can only recede by infiltration and evaporation. Flooding causes property loss, restriction of access for emergency services, malfunction of on -site septic systems, roadway damage, and health concerns for residents and dean -up workers. Flood waters have taken weeks to recede and usually pumping is the only solution to alleviate these conditions more efficiently. When pumping is allowed, the discharge lines must be located across NC 12 which makes this vital Town corridor impassible for days at a time. This condition creates greater difficulties for emergency service response, storm dean -up efforts, property owner access, and hinders damage assessment efforts. Access to property for storm damage repairs cannot be initiated until flood waters recede. This project includes the permitting and installation of seven emergency floodwater pump connections located along the oceanfront areas of Kitty Hawk. The system will include a concrete collection sump with grate connected by 12° HDPE underground piping with an fr standpipe located on the east side of NC 12. The collection sumps will be located within Town and State right -of -ways or easements and are designed to be located at the lowest elevations within each area of Town. All standpipe locations will allow for the conveyance or the discharge lines to pass through Town right -of -ways or easements to discharge into the Atlantic Ocean. Once permitted, these systems will be installed over a period of several year;. NCDOT may allow some areas of NC 12 to be open cut on a case by case basis. It is anticipated that most road crossing will be by directional drilling or jack & bore. There should be minimal impact to town roadways or NC 12 during the installation of these various piping and standpipe locations. The stand pipes are to be located along the east side of NC 12 in all locations. These standpipes will be designed to be removable with an at -grade mechanical joint connection. When the system is not in use, the standpipes will be removed and a blind flange will be bolted to the pipe fitting located at ground level. This will protect the piping from vehicular collisions and Will also keep sand from entering into the piping. The collection point drop inlets are set at grade and no groundwater lowering is proposed or intended for these systems. The inlets sumps too will be protected with fitter fabric and other methods to keep sand and debris from entering this end of the piping system. The operational parameters of these systems are concurrently being developed with the assistance of NCDENR Agencies. Ideally, the pumping of ocean over wash and other flood waters will begin as soon after the flooding event occurs. This historically has been allowed when significant amounts of floodwater are standing beneath dwellings, over septic systems and roadways within the affected areas. These systems will only be used when ocean over wash or severe rainfall events flood this area of the Town and are approved for use by NCDENR. When the system is needed, temporary pumps will be rented or borrowed and Will likely be no larger than wheel mounted, 8° suction pumps. These will be placed on the eastern northbound lane of NC12 at the stand pipe connection points. There should be no disturbance to the dunes for pump placement or locations. The discharge piping will be routed from the pump and over the frontal dunes for discharge back into the Atlantic Ocean. The discharge piping will be anchored at the discharge end and will be positioned as dose to the tide line as possible. Town Public Works personnel will monitor and make adjustments to the outlets to prevent scour of the beach areas and frontal dunes. Any damages to the beach or dunes Will be immediately rectified and pumping will cease in these locations until suitable and safe discharge can be reinitiated. Discharge hoses are anticipated to be a combination of fle)oble and rigid sections and will be placed to minimize any impacts to the frontal dunes or the flat beach areas. During pumping operations, the Town Will utilize temporary signage, the Town website and other public information resources to inform the public of the status of pumping operations, Nations, durations and other pertinent information. Upon completion of pumping operations, the Town will remove the pumps, standpipes, and discharge lines.
