Skvada, III Secretary The Division of Water Quality (DWQ) has reviewed the Year 3 Monitoring Report for the above - referenced site. Please note the following comments related to the monitoring report: Please note that the site is located within the Neuse River Basin and is subject to the Neuse Buffer Rules. The success criterion for buffer restoration is 320 stems per acre after five years of monitoring. The criterion for wetland vegetation is 260 stems per acre in year five. • Vegetation monitoring stem counts for stream/buffer mitigation sites should not include livestakes (e.g. black willow, silky willow, silky dogwood, or buttonbush). The inclusion of livestakes in the stem counts dramatically inflates the stem counts and may not accurately reflect the health of the restored riparian buffer. Based on the data provided, the stem counts excluding livestakes appear to suggest that planted tree survival in both the buffer and the wetland is low. We strongly recommend a quantitative visual assessment of the entire project, and replanting where tree densities are low. Regardless of plot data, if areas on site are found to have low stem densities in year 5, replanting and additional monitoring will likely be required.
