REQUEST FOR ADDITIONAL INFORMATION
Dear Mr. Barton:
On January 29, 2013, the Division of Water Quality (DWQ) received your application dated
January 25, 2013 to impact 0.061 acres of wetlands, 15 linear feet of stream, and 11,036 square
feet of riparian buffers for the proposed school construction with ancillary facilities. The DWQ
has determined that your application is incomplete and /or provided inaccurate information as
discussed below. The DWQ will require additional information in order to process your
application to impact protected isolated wetlands and /or streams on the subject property.
Therefore, unless we receive the additional information requested below, we will have to move
toward denial of your application as required by 15A NCAC 2H .0502 and 15A NCAC 2B .0201
and will place this project on hold as incomplete until we receive this additional information.
Please provide the following information so that we may continue to review your project.
Additional Information Requested:
Avoidance and Minimization of stream impacts -
• It is required to demonstrate avoidance and minimization of impacts from proposed
construction of stormwater bypass outfall structure. Outfall channel should enter the
existing stream at 45 degree angle and proposed riprap removed from stream and placed

in discharge channel. Riprap should be place upon GeoTextile fabric to reduce erosion
under riprap.
Reduction of Riparian Buffer impacts -
• Parking lot and football field should be moved to the east to reduce impacts from football
field on riparian buffers.
Project Description on PCN form insufficient -
• On page 3 of 10, Item 3e. project should be described in detail. Plans indicate that
proposed project is to be phased. There should be a clear narrative describing each phase
of proposed construction including buildings, parking lots, and sports fields.
Please respond in writing to the DWQ within 30 days of the date of this letter with the
requested information. If we do not hear from you within 30 days, we will assume that you no
longer want to pursue this project and we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to
wetlands, waters or protected buffers. Please be aware that any impacts requested within your
application are not authorized (at this time) by the DWQ. Please call Roberto Scheller of the
