Dear Mr. Lester:
In accordance with the State of North Carolina’s Rule 15A NCAC 02B .0267 – Jordan Water Supply
Nutrient Strategy: Protection of Existing Riparian Buffers., any applicant that intends to disturb Zone 1
and Zone 2 of the stream buffer must show that there is “No Practical Alternative” than to impact the
stream buffer. The applicant submitted a “No Practical Alternative Request” on February 15, 2013 stating
that the stream buffer disturbances in Zone 1 and Zone 2 were necessary for the installation of the only
access point to the proposed subdivision, temporary disturbance for the installation of erosion control
devices and some small disturbance in Zone 2 for the installation of a biocell to treat the built upon area
associated with the proposed roadway.
The City of Greensboro determined that the permanent impact of 7,134 square feet in Zone 1 and 6,287
square feet in Zone 2 of the Jordan Watersupply Watershed stream buffer were necessary which included
the following temporary and permanent disturbances:
Temporary disturbance:
Erosion control devices Zone 1 = 291 SF Zone 2 = 1858 SF
Permanent disturbance:
Roadway: Zone 1 = 2606 SF Zone 2 = 1489 SF
Crossing: Zone 1 = 1580 SF Zone 2 = 0 SF
Bio cell: Zone 1 = 0 SF Zone 2 = 1099 SF
Grading (Embankment) Zone 1 = 2657 SF Zone 2 = 1841 SF
Total Permanent Disturbance: Zone 1 = 7134 SF Zone 2 = 6287 SF
As stated on the letter of No Practical Alternative, the applicant would remove all the temporary buffer
disturbance measures and restore all the disturbed areas to pre-construction topographic and hydrologic
conditions. The applicant should replant immediately with comparable vegetation to the maximum extent
practicable. As stated on the letter, installation of grass should take place on the roadway embankment
and on the fill section of the biocell. The City of Greensboro encourages the applicant to plant trees in
other areas in order to establish comparable vegetation in the stream buffer area.

This approval is valid only for the purpose and design that was described in the application. If any
modifications are made to the project a written notification describing the changes, must be submitted to
the City of Greensboro Water Resources Department, Engineering Division (Stormwater Engineering
Section). If the property is sold, the new owner must be given a copy of the certification and approval
letter and is thereby responsible for complying with all conditions. In addition, the applicant should
secure any other required federal, state, and local certifications before the project proceeds.
This letter completes the review of The City of Greensboro, Water Resources Department, Engineering
Division (Stormwater Engineering Section) under the Determination of No Practical Alternative. If you
