Dear Ms. Toombs:
North Carolina Department of Transportation (NCDOT) is in early planning to replace 5 bridges on
Interstate 40 in Haywood County, North Carolina. Federal Highway Administration funding is currently
anticipated for some portion of the work, though no federal project numbers have been assigned yet.
Section 404 Permitting is anticipated on three of the projects (Bridge Nos. 57, 142, and 171). All bridges
will be replaced with new structures in existing locations using staged construction.
The projects were evaluated under Section 106 of National Historic Preservation Act through NCDOT’s
2015 Programmatic Agreement (PA) with the NC Historic Preservation Office. A determination of “no
survey required” was made for all projects largely because the area has steep terrain and experienced
major disturbance from initial I-40 construction. The PA reports are not included in this transmittal, but
we will be glad to provide them to you upon request.
We welcome any comments you may have on the projects. Your comments may be included in NEPA

or comments on the projects. Please respond with any comments by November 25, 2019. We greatly
appreciate your attention to this matter.
