SUBJECT: 60% Design for Salisbury Station Second Platform, P-5726, Salisbury,
Rowan County, ER 18-3254
Thank you for your April 19, 2021, memorandum forwarding the 60% design for the above-referenced
undertaking. We have reviewed the submitted materials and offer the following comments.
We believe this project has come a long way, in terms of preservation sensitivity, from the first plan with
the tall sky bridge over the railroad to this scaled-down design. We applaud NCDOT/Rails for taking the
local vision for the project and our comments into consideration to avoid overshadowing or detracting from
the adjacent historic district’s character and architecture. In particular, the elevator towers/stair houses are
well-designed, and are acceptable in terms of size, scale, and exterior detailing.
Based on the current design, we believe that a finding of no adverse effect would be appropriate,
conditioned upon our review and comment on the final design.
The above comments are made pursuant to Section 106 of the National Historic Preservation Act and the
Advisory Council on Historic Preservation’s Regulations for Compliance with Section 106 codified at 36
CFR Part 800.
