4. Project Description and History
4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The stream to be impacted is located between a railroad line(in place since the mid-1850s)and an industrial/commercial part of downtown Salisbury.The stream receives subterranean
runoff from downtown Salisbury and is daylighted for approximately 175 feet before entering another culvert that extends more than 1000 feet to the east under the
industrial/commercial area.The landscape around the stream is heavily disturbed.Woody vegetation has been removed,and the regularly maintained site primarily supports kudzu
vines.The stream banks and substrate consist of sand,gravel,cobble,and broken bricks.

The proposed project will construct an additional passenger rail platform at the Salisbury Train Station.The new platform will be constructed on the southeast side of the NCRR/NS
Main-Line track#1.The improvements will allow the expansion of both passenger and freight services at Salisbury Station.This project is to improve safety while implementing
infrastructure consistent with the historical character of the train station.

The proposed project will construct an additional passenger rail platform at the Salisbury Train Station.The new platform will be constructed on the southeast side of the NCRR/NS
Main-Line track#1.A new pedestrian underpass will also be constructed to provide passenger access between the new platform and the existing station/platform.The new platform will
mirror the existing platform onto the southeast side of the NCRR/NS Main-Line.A new pedestrian underpass will be constructed to provide passenger access from the Station side of the
Main-Line to the new platform.The underpass will include a reinforced concrete box style tunnel providing a 12 feet wide and 10 feet high pedestrian walkway between two
elevator/stairway towers,one on each side of the Main-Line.The reinforced concrete tunnel will be buried a minimum of 6 feet from the top of track elevation to the top of reinforced
concrete structure.The reinforced concrete tunnel and two elevator/stairway towers will be supported by a driven pile foundation.Ground-surface graders and pile drivers will be used.

875 square feet of stream are proposed to be impacted,approximately 0.02 acre.The PJD package used GIS to estimate the stream was 182 linear
feet.Subsequently,a field survey revised stream length to 175 linear feet.

Initially,the entire length of stream between two long culverts was planned to be contained in a culvert.A design revision was used to minimize the
culverted portion to leave 43 feet in daylight.

Fill slopes were steepened to reduce the project footprint,and the remaining 43 feet of stream will receive bank stabilization to protect it from the
surrounding urban landscape.
