PROJECT SUMMARY: The applicant proposes to remove the existing 22' x 40' building (shop) and install
three (3) dry stack storage racks capable of accommodating sixty (60) vessels.

9. PROJECT DESCRIPTION:
The project site is located at 2570 Scotts Hill Loop Road adjacent to a man-made basin along the Atlantic
Intracoastal Waterway (AIWW) and Middle Sound, in Pender County. To locate the property from Wilmington,
travel north on Market Street (NC Hwy 17) and turn right onto Scotts Hill Loop Road just beyond the New
Hanover/Pender County line. Continue along Scotts Hill Loop Road approximately 2.5 miles and the project site
will be located on the right hand side of the road. Scotts Hill Marina is approximately 5.7 acres with
approximately 1,200 linear feet of shoreline frontage. The highground ranges from 1 to 10 feet above mean sea
level and the shoreline is stabilized by a vinyl bulkhead. Existing manmade features on the project site include a
concrete and gravel drive and parking lot, marina clubhouse, bulkhead, boat ramp, building (shop), floating and
fixed dockage. For a complete description of the site, as well as CAMA permit history, please refer to the field
investigation report dated September 2, 2010.
Scotts Hill Marina has an active CAMA Major Permit #137 -10, which was issued on November 22, 2010. The
permit authorized excavation within the marina basin and access channel. Subsequent to permit issuance, CAMA
Major #137 -10 was modified to include alterations of the docking facility along the outer spine. Currently, the
modified permit is scheduled to expire on February 8, 2015.
The Pender County Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground
portion of the project area as Urban Growth Area. The waters of the AIWW and Middle Sound are classified SA-
ORW by the Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C.
Division of Marine Fisheries. The immediate area within and adjacent to the marina is CLOSED to the harvesting
of shellfish; however, the waters of Middle Sound are OPEN.
10. PROPOSED PROJECT:
The applicant is requesting authorization, by modifying the existing CAMA Major Permit ( #137 -10), to demolish
a 22' x 41' concrete storage building (shop) and install three (3) dry stack storage racks capable of storing sixty
(60) vessels.
As stated in the project narrative, the applicant currently has seventy-five (75) wet slips associated with the
marina. This number is likely to remain steady at 75 as any additional wet slips will result in a Shellfish closure
(reference April 4, 2012, scoping meeting with Shellfish Sanitation, DWQ, DCM and DMF). As a result of the
improbability to add more wet slips to the marina, the applicant is seeking approval to add sixty (60) dry stack
storage units along the southern property boundary. According to the application package, three (3) individual
"skeleton" units would be transported to the site and installed around the soon to be demolished 22' x 41' work
shop. The three units (1 @ 100' x 20', 1 @ 80' x 20' and 1 @ 20' x 20') would be installed around the perimeter
of the existing concrete slab supporting the work shop. As stated by the agent, these units would be uncovered and
would sit atop an existing gravel base, thereby eliminating any type of run -off. According to the application, the
boats stored on these racks would be removed by a fork -lift then placed on a trailer. A vehicle would then back
the trailer down the ramp and offload the boat and upon returning, the boat would be loaded back on the rack in
the same manner.
11. ANTICIPATED EVIPACTS:
As proposed, the dry stack storage units would be located a minimum of 80' from the existing bulkhead (or
Normal High Water level) and would not create any additional Stormwater Runoff ( ?). The development would
be located within the confines of the applicant's property and would not affect any Wetlands.

Scotts Hill Marina
Dear Mr. Dail,
Scott's Hill Marina is requesting a major modification on Major Permit #137 -10. We are
requesting the following:
1. Three sets of dry dock storage racks (4000 square feet total) to accommodate
storage of approximately 60 boats.
2. Remove an existing maintenance building( Approximately 902 square feet)
PURPOSE and NEED:
Scotts Hill Marina currently has 75 wet slips available for wet slips and temporary
docking. The demand for slips is very high in this area due to its location on the ICW.
Scotts Hill Marina requested in a Scoping Meeting on April 04, 2012 to increase the
number of slips and was denied by Shellfish Sanitation and Recreational Water Quality,
North Carolina Division of Marine Fisheries due to a shellfish closure in this area. After
this meeting, the owners of Scotts Hill Marina decided to pursue the idea of a proposed
dry storage system.
After an extensive review of the property, a dry storage system would perform
exceptionally well located at the existing maintenance building and storage area. The area
is located in excess of 75' from the nearest normal high water line. This area is also used
as a storage area for up to approximately 30 boats and trailers.
The proposed system would operate by a lift removing the boat from the storage rack,
then placing the boat on a trailer. Then a vehicle will back down the ramp and, unload the
boat from the existing boat ramp. Placing the boat back into the dry storage will operate
the same way.

This proposal will allow Scotts Hill Marina to accommodate an additional 60 boats. This
will also allow an individual the option of choosing between dry storage and a wet slip.
ENVIRONMENTAL IMPACTS:
According to Division of Water Quality, the basin is considered ORW. Therefore, this
proposal is located within 575' of ORW and requires a Major Permit. However, this
proposal is located greater than 75' of the normal high water line. The project will be
staked out prior to any construction commencing.
The removal of the existing maintenance building wiU reduce total rainfall runoff. There
will not be any additional concrete to be poured. The existing area from the existing
maintenance building to the boat ramp has a stone base with some grass growing on top
of the stone in some areas. Some stone may be added as a maintenance measure. There
are not any plans for new stone locations on this property. Therefore, there will not be
any new additional impervious areas created from this proposal.
The proposed dry storage racks will not have any types of roofs. This will prevent any
type of runoff from this proposal.
There are not any environmental impacts with this proposal. All work is being
performed on high ground with no impacts to any wetlands.
