REQUEST FOR ADDITIONAL INFORMATION
Dear Mr. Andronowitz:
On January 29, 2013, the Division of Water Quality (DWQ) received your application dated
January 15, 2013 to impact 1.6 acres of open waters, 0.127 acres of shore line, and 0.045 acres
of wetlands for the proposed construction of a 10 slip boat dock, 3,155 linear feet of
breakwaters, 400 square feet of swimming /fishing platforms, five (5) elevated walkways, four
(4) individual piers, 1,323 feet of retaining wall, 45 feet of bulkhead, and a kayak storage
building and launch platform. The DWQ has determined that your application is incomplete
and /or provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to impact protected isolated wetlands and /or
streams on the subject property. Therefore, unless we receive the additional information
requested below, we will have to move toward denial of your application as required by 15A
NCAC 2H .0502 and 15A NCAC 2B .0201 and will place this project on hold as incomplete until
we receive this additional information. Please provide the following information so that we may
continue to review your project.

• Propose breakwaters should all have a 10 foot overlap /offset to allow for adequate
flushing and aquatic life passage.
• It is required to demonstrate avoidance and minimization of impacts from
proposed construction of breakwaters. There should be a reduction of impacts,
from the 30 foot wide base, of the proposed breakwaters. If reduction is not
possible due to wave energy, it shall be necessary to provide information to justify
the need for proposed breakwater size.
• Your application states that "an SAV survey was conducted in October/November
2010." Please note that Submerged Aquatic Vegetation (SAV) surveys should be
conducted during the growing session, May through September. The referred
SAV survey is not acceptable by this Office. It is therefore required that a SAV
survey be conducted during the appropriate season.
• Proposed break waters located on the south and north sides of Drummond's Point
appear to be excessive in size, length, and area encompassed. It is necessary to
show justification of need for impacts from breakwater construction.
Please respond in writing to the DWQ within 30 days of the date of this letter with the
requested information. If we do not hear from you within 30 days, we will assume that you no
longer want to pursue this project and we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to
wetlands, waters or protected buffers. Please be aware that any impacts requested within your
application are not authorized (at this time) by the DWQ. Please call Roberto Scheller of the
