There should be a reduction of impacts, from the 30 foot wide base, of the proposed breakwaters. If reduction is not possible due to wave energy, it shall be necessary to provide information to justify the need for proposed breakwater size. • Your application states that "an SAV survey was conducted in October/November 2010." Please note that Submerged Aquatic Vegetation (SAV) surveys should be conducted during the growing session, May through September. The referred SAV survey is not acceptable by this Office. It is therefore required that a SAV survey be conducted during the appropriate season. • Proposed break waters located on the south and north sides of Drummond's Point appear to be excessive in size, length, and area encompassed. It is necessary to show justification of need for impacts from breakwater construction. Please respond in writing to the DWQ within 30 days of the date of this letter with the requested information. If we do not hear from you within 30 days, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ. Please call Roberto Scheller of the Washington Regional Office at 252 - 948 -3940 or Karen Higgins of the DWQ Central Office at 919- 807 -6360 if you have any questions regarding or would like to set up a meeting to discuss this matter.
