With regard to the horseshoe section, please see attached map with comment (there is no sewer proposed in the river at the horseshoe). The siphon location is specified in the Perry Creek_Wetland Maps 11 pdf for clarity. With regard to the HDD question, my understanding is that there are engineering and cost impediments to utilizing HDD. One of the major engineering obstacles is that the entry angle for HDD doesn't provide enough design distance to clear the houses on the south side of the Neuse while tying into the existing sewer on the north side. Thanks for also answering my question regarding species to survey for. There is suitable habitat in the vicinity of the siphon for aquatic species, but not terrestrial. I will provide additional information on the absence of habitat for the terrestrial species along with the PCN. My two other specific questions are: • The City of Raleigh is funding other listed species surveys for other crossings. Can the results of downstream surveys that the City of Raleigh is performing on other crossings be used to augment information for this crossing? Any opportunity to reduce survey costs here would be helpful. • Please provide clarity on the type of survey (Formal or Informal). Thanks for the reminder on the Sturgeon. I had missed that it said trenchless is not an option. Can you explain why that isn't an option? Ultimately the Corps will be processing a permit for this project and will need to make a Sect 7 determination re: effects of the project. My recommendation on how to proceed would be for all stream crossings, not just the Neuse, be assessed for potential suitable habitat for listed species and species proposed for listing. If potential suitable habitat is present, then a species survey will need to be conducted. You should also contact NMFS re: the Atlantic sturgeon. Please remember the same habitat assessment needs to be happening for terrestrial species too. As you may be aware, the City of Raleigh is working on designing a number of stream/river crossings for sewer improvements in the North Raleigh area. One of the projects involves a crossing of the Neuse River in the Perry Creek/US 401 area (see attached maps and iPaC results). A close-up of the crossing location is shown on Figure 6.5 of the maps. Based on the presumed habitat suitability of this reach of the Neuse River for the aquatic species identified in the iPaC results as well as the lack of trenchless options for the crossing, it is anticipated that species survey(s) may be required.
