Yes No Permit Type: usace Project Description: NCDOT proposes to replace Bridge No. 158 on SR 1632 (Pelt Road) over Turner Swamp in Wilson County. The proposed replacement will be in place on the same alignment. An offsite detour has been identified. Based on recent design plans, the project length is 0.08 miles, or about 425 feet on this small project. Only minor work outside of the existing ROW may be necessary, like replacment of fill adjacent to the bridge and swamp. For purposes of this review, the archaeological Area of Potential Effects (APE) is the entire length of the project and will include the expanded ROW and all necessary easements. This is a state funded undertaking that will require USACE permitting, therefore Section 106 of the National Historic Preservation Act applies for archaeological review. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The bridge to be replaced is in a rural setting. USGS mapping (Stantonsburg) and aerial photography was studied (see Figures 1 and 2). Bing streetview tools were available at this location and used, showing only cleared fill and woody, swampy terrain along Turner Swamp. There are no structures nearby the APE. According to USGS mapping and GIS resources (data layer created by NCDOT archaeologist Paul J. Mohler), no cemetery is present at the APE or immediately nearby. No known archaeological sites are present at or within the APE according to research conducted at the Office of State Archaeology. Several sites are present along nearby Contentnea Creek and on other landforms including 31WL52, -53, -194, -231, -262, -302, -318, -377, and -378 within two miles. Three environmental reviews are noted within two miles, a solar farm (CH 18-0296) and two borrow pits (ER 02- 10041 and ER 11-0313), none of which were recommended for archaeological survey despite being 20-55 acres in coverage. Nearby PA 17-08-0010 by NCDOT Archaeologist Paul Mohler for another small bridge resulted in recording two of the sites listed above, both not eligible for the National Register of Historic Places. A review of historic maps was conducted. Little of interest was noted at the project APE location, though Pelt Road may have been realigned near the bridge and was only a soil road or less east of Turner Swamp in 1901 (Wilson USGS 1901). Project Tracking No.: “No ARCHAEOLOGY SURVEY REQUIRED” form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 2 of 4 19-03-0025 Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The bridge replacement for a small existing structure will be constructed using an offsite detour. New impacts to undisturbed soils are not present or minor on this replace in place project over Turner Swamp. Overlapping the roadway, the APE has already been modified by the construction associated with the previous bridge and road. The swamp through which the project crosses is considered undesirable terrain for habitation and is not favorable for the presence of intact, significant archaeological sites where impacts will be the greatest. There are no known archaeological resources present within the APE. For archaeological review, this federally permitted undertaking should be considered compliant with Section 106.
