Flow Reduction Request

Dear Mr. Johnson:
On November 6, 2009, the Pretreatment, Emergency Response and Collection Systems (PERCS) Unit
received a flow reduction request for connections to the Town of Creswell WWTP. The letter requests an allowable
flow rate of 215 gpd per three bedroom residence based on the evaluated data from the WWTP and water usage data.
Additional information was requested and was received on various dates with the most recent being February 1,
2010.
The Division hereby grants a reduction in flow to 250 gpd/three bedroom residence for sewer extension
permits issued tributary to the Town of Creswell WWTP. This reduction in flow is valid for 12 months initiating at
the startup of the Tyrell County collection system. At the expiration of that 12 month period, in order to continue the
use of reduced flows for future connections, a flow reduction using actual wastewater usage must be submitted. The
submission must meet all requirements outlined in Rule 02T .0114. At which point and upon written approval of a
flow reduction utilizing the actual usage, the permit may be modified, if appropriate.
Regardless of the adjusted design daily wastewater flow rate. at no time shall the wastewater flows exceed
the effluent limits defined in the NPDES permit for the treatment facility or exceed the capacity of the sewers
downstream of any new sewer extension or service connection(s).
