A letter of request for revised Authorization to Construct was received on
September 18, 2006, by the Division, and final plans and specifications for the subject project
have been reviewed and found to be satisfactory. Authorization is hereby granted for the
construction of modifications to the existing 0.995 MGD Town of Lake Lure Wastewater
Treatment Plant, with discharge of treated wastewater into the Broad River in the Broad River
Basin.
This authorization results in no increase in design or permitted capacity and is awarded
for the construction of the following specific modifications:
Replacement of existing clarifier equipment; replacement of chemical transfer and
feed system; rehabilitation existing flash mixer; replacement of sludge removal
equipment; replacement of two 250 gpm sludge pumps and pump station;
installation of a new effluent flow meter; installation of a new flow -paced
refrigerated composite sampler, pursuant to the application received on
September 18, 2006 i and in conformity with the project plan, specifications, and
other supporting data subsequently filed and approved by the Department of
Environment and Natural Resources.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of
NPDES Permit No. NC0025381 issued April 1, 2004, and shall be subject to revocation unless

the wastewater treatment facilities are constructed in accordance with the conditions and
limitations specified in Permit No. NC0025381.

the State of North Carolina, having been authorized to observe (periodically/weekly/full time)
the construction of the modifications and improvements to the Town of Lake Lure WWTP,
located on US Highway 64/74 Road in Rutherford County for the Town of Lake Lure, hereby
state that, to the best of my abilities, due care and diligence was used in the observation of the
following construction:
Replacement of existing clarifier equipment; replacement of chemical transfer and
feed system; rehabilitation existing flash mixer; replacement of sludge removal
equipment; replacement of two 250 gpm sludge pumps and pump station;
installation of a new effluent flow meter; installation of a new flow -paced

A letter of request fbr Authorization to Construct was received on September 6, 2005, by
the Division, and final plans and specifications for the subject project have been reviewed and
found to be satisfactory. Authorization is hereby granted for the construction of modifications to
the existing 0.995 MGD Town of Lake Lure Wastewater Treatment Plant, with discharge of
treated wastewater into. the Broad River in the Broad River Basin.

pumps, installation of a Sulfur Dioxide dechlorination system, and replacement of
existing clarifier equipment including improvements to the existing covered
chemical storage area, pursuant to the application received on September 6, 2005,
and in conformity with the project plan, specifications, and other supporting data
subsequently filed and approved by the Department of Environment and Natural
Resources.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of
