III. Certification Statement:

the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Mosby Riverlights, LLC is currently developing a 250-unit apartment complex at 4410 River
Road Wilmington, NC 28412 within the RiverLights Community. The apartment complex is
divided into two sites by Old Town Street. These sites are referred to in the construction
drawings as Side A and B. The project boundary for Side B is approximately 5.29 acres. Side B is
bounded to the north by North by River Road, West by Old Town Street, South by Watercraft
Ferry Avenue, and East by Silver Lake.
The flow for the entire apartment complex, Side A and B, was previously permitted under a
modification to existing Permit No. WQ0038060. Side A was certified under this public permit
and Side B was excluded to be permitted and certified under a separate private permit.
The nature of this FTA Submittal is to permit 27 linear feet of 8-inch gravity sewer, which will
be private, to service Side B of Middleburg Apartments. The private system for Side B will
generate 33,360 GPD of wastewater flow which was already permitted. The flow is produced by
131 apartments, dog wash, and maintenance building which make up the building
infrastructure for Side B.
This new gravity system is designed in accordance with the NCDENR minimum design criteria.
Appropriate horizontal and vertical clearances will be provided when proximal to the proposed
storm drainage system and the proposed water system. The gravity sewer will be certified in
accordance with state regulations and the permit conditions.
