All test results since February 13 have been between 1 to 84. Over the last six months we have had several problems exceeding the coliform, Fecal limits. This started with our new Wastewater Treatment Plant (WW IP) operator who felt that the problem was due to having a chlorine contact chamber that was too small. After he left our employment in February 2021, we discovered that the bypass valve was not being sometimes closed all the way. The bypass valve was used to clean the contact chamber. The cleaning procedure has been used since the WWTP has been in service. It was part of the design of the WWTP. We certainly did not intend to leave it open or cracked. The corrective action to prevent any further use of this contact chamber clean -out procedure is: (1) Discontinue bypass usage and seal valve. (2) Install a temporary pump to be used to recycle back to the oxidation ditch to clean the contact chamber. This would occur between 5 and 7 a.m., our lowest flow rate time. The cleaning should occur as needed, probably once per month. (3) Proceed with installing a second chlorine contact chamber as soon as possible. See the attached engineering action. Our objective is to operate the Cleveland WWTP within the quality limits and maintain close follow through with environmental protection. The purpose of this Task Order is to authorize the ENGINEER to provide services for the "PROJECT" entitled: Wastewater Treatment Plant Chlorine Contact Basin. SECTION 1 - PROJECT DESCRIPTION: The project can generally be described as: Construction of a redundant chlorine contact basin parallel to the existing basin, which will take the place of the current basin bypass. The new basin will be a mirror of the current basin. Both basins will be controlled by a new flow splitter box which will replace the current bypass valving, Disinfection will continue to be accomplished using chlorine gas. Also included in the project are replacement of the existing duplex return sludge pumps for each of the clarifiers, along with control panels. It is anticipated tat no special funding requirements will be needed for this project. SECTION 2 - SCOPE OF SERVICES: The Engineer shall provide all professional services (the "Services") for the Project including, performance of the following: Provide design, biddinglaward and construction phase services as outlined in the Master Services Agreement sections 2.2, 2.3, and 2.4, for completion of the proposed project. SECTION 3— COMPENSATION The Owner shall pay the Engineer for services outlined in Task Order No. 2 the following Lump Sum amounts: 1. Design Phase 2. Bidding and Award Phase 3.
